- a. For each type of device used to accomplish electrical isolation, describe the specific testing performed to demonstrate that the device is acceptable for its application (s). This description should include elementary diagrams when necessary to indicate the test configuration and how the maximum credible faults were applied to the devices.

, 1. Four isolator models are used to isolate Class 1E signals from the Emergency Response Facility Computer System. The two analog isolators used are Westinghouse Models 2837 A 12 G02 and 2837 A 12 G03. The two digital (contact) isolators used are Struthers-Dunn Models CX 3916 NE and CX 3918 NE. s a
- 2. Specific testing performed for each isolation device is described in the EQ documentation package for the purchase order. Three purchase orders are involved. The testing description is listed below:

4 i Each test report describes the testing configurations used, parameters selected, and how the maximum voltage / current was determined. BVPS-2 satisfies the assumptions of WCAP-8892A for analog signal isolation. Supplement No. 2 contains test descriptions, data, and conclusions j from the tests conducted. f i Digital signal isolators are rated at 120 V ac and 125 V dc. i Maximum voltages were determined by assuming a single failure at a 4 480 V system or cable plus 10 percent margin or a comparable de failure with a 13.6 percent margin. The fault currents were determined by the maximum current-carrying capabilities of No. 12 conductor cable, assuming a fault at 30 ft from the source. The values selected are: Maximum ac voltage: 480 x 1.1 = 528 Maximum de voltage: 480 x 1.136 = 545 Maximum Current: 2,000 A Question:

The isolation devices do comply with the environmental and seismic qualifications which were the basis for plant licensing. I Data to substantiate this commitment are contained in WCAP-8892A l and Struthers-Dunn Test Reports 6060 Rev. E, 6060-A, and 6416A.
- These test reports are in DLC's possession and are available for audit as necessary. <
I Question: i f. A description of the measures taken to protect the safety systems i from electrical interference (i.e., Electrostatic Coupling, EMI, Common Mode, and Crosstalk) that may be generated by the SPDS.
Response
The Emergency Response Facility Computer System (ERFCS), in which the SPDS software resides, is installed within the Emergency Response Facility, a building located approximately 1500 ft from the plant. Distance is expected to minimize the potential for
- interference. Inputs in the plant are installed in accordance
- with the manufacturer's (Bailey Controls Co.) installation manual which contains stringent guidelines for minimizing noise pick-up, cross-talk, signal distortion, and attenuation.

in ANSI C37.90a-1974/IEEE Std. 472-1974 Standard, and operate without malfunction during and after the application of the EEC waveform. .
- 2. EQUIPMENT USED
- U.U.T. (2 units with 3 isolators each). .- - S.W.C. wave generator. Constructed per Figure 1 of ANSI C37.90a-1974 Standard, page 8. ~
H.V. probe. Tektronix Model iP6015 S/N 062622. Oscilloscope. Tektronix 475A Oscilloscope, Model'DM44.
~ - Oscilloscope probe. Tektronix iP6105 Ilo. - Power Supplies. One Kepco Model SM-325 LAM, S/N C63656, one designed by Struthers-Dunn Systems Lab. - Digital voltmeter. Data Precision 3400 S/N 1628. .
3 TEST SET-UP -
~ .- :.+- - The test was configured as shown in Figure 1 and open circuit 3.W.C. ' waveform was adjusted and calibrated to be as in Figure 2 (1NBE frequency, 3KV amplitude of first excursion decaying to about 1 5 kY in 6 psec.). ;
- 4. TESTS PERFORMED Each isolator was tested'as follows: ,
A. S.W.C. applied to points A and B, S1 closed. Monitor. load for - contact drop off. 3 applications of 2 sec. duration each. B. S.W.C. applied to points A and B, S1 open. Monitor load for contact closure. 3 applications of 2 sec. duration each. .- C. S.W.C. applied to points C and D, S1' closed. Monitor load for-contact drop off. 3 applications of 2 sec. each. .

O ANALYSIS COMPARING CX-3918NE AND CX-3916NE A detailed analysis of the CX-3916NE and CX-3918NE Reed Relay Isolator shows that the only difference is the fact that the CX-3918NE has two miniature reed switches wired in series in order to achieve a dielectric breakdown capability (across' the output terminals) of 1,500 VAC. l The materials used in both units are'the same. The method of construction for both units is essentially the same. Although the CX-3918NE uses two reed switches wired in series, ' their environmental characteristics are the same as the one , dhitch used by the CX-3916NE.
