This letter contains our proposal for conversion of the fuel at The Ohio State University Research Reactor from HEU to LEU and is designed to satisfytherequirementsof10CFR50.64c(2). It includes: 1)certifi-cation that DOE funding for conversion is available, and 2) a schedule for conversion.

Certification that DOE funding for conversion is available On March 29, 1985, The Ohio State University submitted an unsolicited proposal entitled: " Upgrade of The Ohio State University Nuclear Reactor Laboratory." This proposal was funded by DOE on July 24, 1985, through the Division of University and Industry Programs and is intended to provide funds for fuel conversion and reactor upgrade.      Additional fundir.] was granted in July, 1986 and the project extends thrcugh the end of 1988.

: a. Completion of Analytical and Facility Engineering Studies --
March 1987.
: b. Submission of License Amendment to the NRC -- May 1987.
