AFFIDAVIT OF RICHARD H. STROME (CONTENTION SOUTH HAMPTON-8, NECNP CONTENTION NHLP-4, AND CONTENTIONS SAPL 18 and 25 I, RICHARD H. STROME, being on oath, depose and say as follows:
: 1. I am the Director of the New Hampshire Civil Defense Agency (NHCDA).
: 2. An initial survey of special needs of residents within the New Hampshire emergency planning zone was conducted during the last l                            two weeks of March, 1986.                          The special needs survey was mailed by the New Hampshire Civil Defense Agency to a total of 33,812 households within New Hampshire local jurisdictions of the emergency planning zone.                          1980 census figures show approximately 30,000 l                          housing units within the New Hampshire communities of the Seabrook l
l Station emergency planning zone.                          Distribution of the survey was based on current residential customer lists of Public Service DO!k    0 hbk              $3 G
 
                                        -  Company of New Hampshire and Exeter-Hampton Electric Company, utilities serving all residential customers within the emergency planning zone. In addition, the survey has been, and will continue to be, distributed by several service and local municipal agencies.
The survey form is attached as attachment A. The survey form requests information relative to:
: a. Persons who require transportation because they may not have access to private vehicles.
: b. Persons who require an ambulance or other special assistance because of physical disability.
: c. Persons who require special notification because of hearing impairment.
The survey requests information on means by which persons requiring special assistance can be reached in the event of an emergency.
: 3. As of May 16, 1986, survey responses received by New Hampshire Civil Defense Agency show:
: 1. 1974 persons may require transportation;
: 2. 333 persons may require special notification;
: 3. 51 persons may require ambulance assistance; and
: 4. 546 persons may require some other type of special assistance because of physical disability.
The survey also requested information on persons within households in the emergency planning zone who may be unable to comprehend the English language. The survey results as of May 16, 1986, showed a total of 9 persons who may require special notification because of inability to understand English.
: 4. The results of the survey are being compiled according to individual jurisdiction within the emergency planning zone. The results will be provided to and maintained by local civil defense officials to be utilized exclusively in the event of an emergency.
Civil Defense officials will follow up the responses to verify special assistance requirements, and to assure accurate identification of persons requiring assistance and their locations.
: 5. The survey will be conducted annually with the annual distribution of the Public Information Brochure to residents of the emergency planning zone. The annual distribution of the special needs survey will assure that special needs information maintained by local civil defense officials is current. That survey form will also be included with the annual distribution of the Public Information Brochure.
: 6. Additionally, because a utility customer list is not necessarily coextensive with the actual number of households public information announcements have been and will be periodically made by the New Hampshire Civil Defense Agency to inform the public of the distribution of the survey, to encourage responses by persons who may require special assistance, and to provide a means for persons to request survey forms if they may not have received them.
