On April 12, 2018, a Category 2 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC (Exelon, the licensee) via teleconference (Agencywide Documents Access Management Systems (ADAMS) Accession No. ML181018388). This meeting was open to members of the public. No regulatory decisions were made at this meeting.
The purpose of the meeting was to discuss the licensee's proposed response to request for additional information (RAI}, RAI 05.01, Qualitative Function Categorization (ADAMS Accession No. ML180818068) regarding their application to implement Title 10 of the Code of Federal Regulations (CFR) Section 50.69 (10 CFR 50.69), "Risk Informed Categorization of Structures, Systems and Components." Specifically, the staff requested additional information in RAI 05.01 on how the seven qualitative questions from Section 9.2 of Nuclear Energy Institute (NEI) 00-04 will be used in the licensee's 10 CFR 50.69 categorization process to determine the final safety significance of functions/structures, systems, and components and how the licensee's approach is consistent with the guidance in NEI 00-04, as endorsed by Regulatory Guide 1.201, "Guidelines for Categorizing Structures, Systems, and Components in Nuclear Power Plants According to Their Safety Significance," Revision 1 (ADAMS Accession No. ML061090627).
During the call and through answering clarification questions from the staff, the licensee explained that the seven qualitative questions are being preliminarily answered by the 50.69 categorization team for each system function, and are presented to the Integrated Decision-making Panel (IDP). The IDP reviews the answers to these questions for correctness.
The licensee further clarified that after the IDP review, if any of the seven questions is answered with a false or a negative statement for a function, then that function will be designated as final high-safety-significance. The licensee stated that the approach is consistent with the guidance in NEI 00-04.
The NRC staff concluded the meeting by informing the licensee that if additional written explanation were required, the licensee would be informed by future correspondence.
