© Your letter of September 6, 1978 transmitted a tabulation of information regarding safety-related electrical equipment qualification using a Nuclear Regulatory Commission standard format. Consumers Power Company was requested to complete as much of the table as possible, identify appropriate references and confirm the accuracy and completeness of the table. Attachment I to this letter provides Consumers Power Company's response to your request. As stated in our previous submittal of February 24, 1978, the equipment addressed is: (1) That equipment which must operate to ensure safe shutdown of the plant during a loss of coolant. accident (inside of containment) and a main steam line break (outside of containment) and (2) that equipment that is subject to* a potentially hostile environment due to the above events. You will note that the table, as submitted to Consumers Power Company on September 6, 1978, has been broken down using four (1) By ment (2) by equipment location (ie, inside or outside ment), (3) by time needed and (4) whether or not the equipment was It is Consumers Power Company's conclusion that this breakdown is necessary to ensure that future users of this tabulated data will be able to draw realistic conclusions regarding this equipment. Consumers Power Company concludes that this list provides an adequate basis to support operation of the plant. Included as Attachment II to this letter is an updated copy of the electrical equipment qualification tables in the format as previously submitted by Consumers Power Company (February 24, 1978). In some cases spurious energization by a hot short of the proper voltage with substantial and continuous current carrying capacity (low resistance short) could interfere with the desired equipment function. These kinds of shorts are judged to be highly unlikely.

  1. 1 has been fined as the containment spray water-containing boric acid (1580 m.g/l to 2410 m.g/l) and sodium hydroxide in solution at a pH between 7 to 8.3. An effort was made to determine the exterior surface material of this ment. A search was made in Perry's Chemical Engineer's Handbook and othmer' s Encyclopedia of Chemical Technology for an indication of the relative corrosion or chemical resistance of the materials in slightly alkaline tions and dilute boric acid. The solenoid valves have exterior surfaces of brass and painted carbon steel. Brass and carbon steel were found to have rat{ngs of fair to good for sistance to slight alkaline and dilute boric acid solutions.

The terms "fair" and "good" were not defined in terms of specific corrosion rates (such as mils/yr) but were presented in the references as guides for selecting materials for processing equipment where long-term exposures are involved. The solenoid valves on the attached sheet are part of the service water trol for the containment air coolers. A containment high-pressure signal that initiates the sprays would at the same time generate an SI signal which requires action by the solenoids on the service water discharge from the coolers. These solenoids would, therefore, have no requirement to wi.thstand the chem.ical environment in order to function in response to an SIS. sion failure of the solenoid valves could occur during the long post-LOCA period. The casi.ng material on the containment air cooler fan motors was not mentioned in the* available file references. It is assumed to be painted steel, but fhe type of material is unimportant since the motors will not be exposed to the full chemical environment. The FSAR describes the fan motors as being directly connected to the fan wheel; the fans are vane8.x:ial type. Paragraph 6.4.2.3 of the FSAR states that the aluminum fan blades will be unaffected by the containment spray solution due to dilution with condensate and moval in the pathway through the filters and cooling coils. The drive motor casings,*then, would likewise not be exposed to the chemical sprays. It appears that qualification for temperature, pressure huin.idi ty and radiation parameters would be adequate for continued operation. The pressure transmitters listed were described as having aluin.inum top covers. Corrosion of aluin.inum in a caustic and boric acid spray environment will occur and has been addressed in the FS.AR under hydrogen generation in post-LOCA conditions. The location of these pressure transmitters provides them with shielding from the sprays by the 607 1 El floor slab. For similarly located

  • 11-22-78 Page 17 of 21 aluminum the FSAR assumed no corrosion for hydrogen generation.

Some of these transmitters w'"ill become submerged at which time failure by seal leakage and internal shorting would be competitive with corrosion. PT-102 A through PT-102 D will have served their function prior to submergence. PT-0751 A -D and PT-0752 A -D are required only for steam line and feed line break events. The effects of submergence on these pressu=-e transformers is discussed in our March 23, 1977 submittal. For the cables listed on the attached sheet the known exterior (jacket) materials are polyvinylchloride (PVC) and chlorosulfonated polyethylene (Hypalon). The jacket material for cable ZCX is unknown; the material is not mentioned in the Palisades cable description list or any known purchase specification. For PVC and Hypalon the references mentioned earlier describe both materials as being resistant to dilute alkali and mineral acid solutions. It is inferred from this that these materials would not undergo chemical attack by the sodium hydroxide and boric acid_in the spray water. The cable ZCX, for which the jacket material is unknown, is the coaxial cable for the power range safety Channels N005 through N008. It is not possible to offer an opinion on the chemical resistance of this cable. However, again, the protection functions will have been completed prior to initiation of containment sprays *. As mentioned earlier, the chemical resistances were obtained from standard references. Unless a material was listed as being "resistant" or having "excellent resistance"*to chemical attack by dilute boric acid or slightly alkaline solutions, it was assumed that failure due to corrosion would occur. 2 .. The cable testing was conducted at at least 49 psia which is less than the required 67 psia. However, both temperature and relative humidity met design conditions. Since the pertinent qualification criteria are temperature and humidity. for cables, _it is concluded that the qualification data is able.* 3. The radiation qualification data cited in these sections is the result of vendor contact or purchase specification requirements. In no case is it evident that the equipment was actually tested to failure. Thus, it is felt that in all these cases the radiation levels cited are the minimum levels with.Un.specified margin to failure. Further, for the case of the pressure. transmitters (with the exception of FT-103) the safety function is over within the first few minutes and, consequently, they would not be subject to the full LOCA doses. 4.. Due ta lack of conclusive data relating to the environmental qualification (radiation) of the ASCO valve model Number LM-831614 replacement valves have been ordered and will be installed during the next appropriate outage after receipt of the new valves. The failure mode of the existing valves (LM-831614) is identical ta.the failure mode of ASCO valve model Number HT-83l6A77 as noted in the Big Rock Point Plant (Docket No 50-155) Environmental Qualification submittal dated February 24, 1978 (ie, solenoid valve failure will result in the venting of the control valve and the valve will remain open) *

  • 11-22-78 Page 18 of 21 5. The nuclear instrument channels are included in the list since they provide a reactor trip function and are used in the accident analysis to terminate a variety of over power transients.

A review of the currently effective accident analysis has shown that credit for over power trip is taken in only one analyzed accident of the type that involves breach of a pressure boundry and the consequent adverse environment. For this incident (rod ejection) the trip occurs less than one .second after breach of the pressure bound.."""Y and it is pated that at the time of actuation the environment at the location 6. T. of the equipment would still be essentially the normal environment. The nuclear instruments provide a backup trip for small break accidents. however, current analysis (CENPD-l3TP) takes credit only for the pressurizer pressure trip. Although the time frame may be longer than one second these trips also occur relatively early in the incident (see for instance, top of Page 131 of Special Report Number 6, Revision 3 dated 6-30-75, Paragraph 9.4.l states that Items 3-1/1,2,3,4 were located outside of the MSPR and are redundant to SV-0508, 0510,. 0514 and 0524. The vendor data sheet for Items 3-9/1,2,3,4 indicates that these solenoid valves are rated to operate with80-100 psig air at 300°F maximum.. Paragraph 9.4.2 of Special Report Number 6 addresses Items 1-10/all. These solenoid valves were relocated outside the fan room in a tight cabinet with tornado protection. M0-3008. is a part of the SIS System and receives the safety injection actuation s.ignal (SIAS), within seconds following a LOCA to open the valve. Operation of the valve will be unaffected because water elevation in the containment will not reach its maximum until approximately 20 minutes fallowing a LOCA. If M0-3008 fails at this time, the valve will fail "as-is" in the open_position. (Reference

9) During* testing of similar Limitorque operators (FTRL F-C3441) the test units were subjected to severe flooding with steam condensate during the first few days of the test due to clogging of the condensate trap on the test chamber. The units performed satisfactorily throughout the test in spite.of the flooding.

  • The pertinent parameters for junction box qualification (Items 3-10 and 3-15/5) are pressure and submergence as the terminal blocks within the junction boxes have been qualified for all Environment l parameters (Reference 13). None of the above referenced junction boxes are merged. Further, these junction boxes have a 1/4" hole drilled in the lowest* point to allow for pressure equalization and drainage.

For the junction boxes referenced in 3-14/5,6,T,8 the equipment ciated with these boxes functions early in the postulated accident while the environment is essentially normal *

The cable was subsequently subjected to a steam environment. The ature-time profile during the test closely approximated that calculated for a large break LOCA. Since the environment the cable would be subjected to, if submerged, is not more severe with respect to temperature and chemistry, then the unsubmerged environment, the cable can be expected to perform torily submerged.
