REQUEST FOR AMENDMENT FACILITY OPERATING LICENSES DPR-70 AND DPR-75 UNIT NOS. 1 AND 2 SALEM GENERATING STATION DOCKET NOS. 50-272 AND 50-311 Ref. LCR 81-07 LCR 81-11 LCR 81-15 In accordance with the Atomic Energy Act of 1954, as amended and the regulations thereunder, we hereby transmit copies of our request for amendment of the Facility Operating Licenses DPR-70 and DPR-75 for Salem Generating Station, Unit Nos. 1 and 2. This request consists of two proposed changes to the Safety Technical Specifications (Appendix A) and one modification.to a Table in the Environmental Technical Specifications.

These changes were discussed at meetings held on June 30 -July 1, 1981 and appear as Items A, H and J in the minutes of those meetings.

We request that implementation of the Functional Testing portion of Specification 3.7.9, SNUBBERS, be delayed for Unit No. 1 until the 4th Refueling Outage, presently scheduled for October, 1982, corresponding to the Unit No. 2 License Condition C. (Sb). The present Unit No. 2 and proposed Unit No. 1 Technical cation for Mechanical and Hydraulic Snubbers requires either place testing (for which there is no current commercially available test equipment) or bench testing (which necessitates an inventory of qualified spare snubbers to replace those removed for testing) . In view of electric utilities' outage scheduling based on seasonal demand, it is entirely likely that a single vendor could be overloaded by many utilities requiring snubber testing at the same time. For these reasons, we may require relief from this specification for both Salem Units until the nuclear services industry has actually developed in-place testing capability for our snubbers or that we have had sufficient time to acquire the necessary spares to accommodate off-site testing. Since each change involves a single safety or environmental issue, and is deemed not to involve a significant hazards sideration, this combined amendment is determined to be Class IV, as defined by 10 CFR 170.22. A check for $12,300 is enclosed.
