Deletion of Tech Specs 3.3.3.9 and 4.3.3.9 The reporting requirements in the ACTION Statement and Surveillance Requirements for Loose Parts Monitoring are included in FSAR Section 4.4.6.4 which will be licensee maintained and controlled.

Therefore, the deletion of these Specifications from the Tech Specs does not preclude operability of the System.

STP FSAR 4.4.6.2 overtemperature and overpower AT_ Instrumentation. The overtemp-erature AT trip protects the core against low DNBR. The overpower AT trip protects against excessive power (fuel rod rating protection).

As discussed in Section 7.2.1.1.2, factors included in establishing the overtemperature AT and overpower AT trip setpoints includes the reactor coolant temperature in each loop and the axial distribution of core power through the use of the two section excore neutron detectors.

4.4.6.3 Instrumentation to Limit Maximum Power Output. The output of the three ranges (source, intermediate, and power) of detectors, with the electonics of the nuclear instruments, are used to limit the maximum power output of the reactor within their respective ranges.

There are six radial locations containing a total of eight neutron flux detec-tors installed around the reactor in the primary shield. Two proportional 53 counters for the source range are installed on opposite " flat" portions of the core containing the primary startup sources at an elevation approximately onu quarter of the core height. Two compensated ionization chambers for the intermediate range, located in the same instrument wells and detector assem-blies as the source range detectors, are positioned at an elevation corre-sponding to one half of the core height. Four dual section uncompensated l53 ionization chamber assemblies for the power range are installed vertically at the four corners of the core and located equidistant from the reactor vessel at all points and, to minimize neutron flux pattern distortions, within one foot of the reactor vessel. Each power range detector provides two signals corresponding to the neutron flux in the upper and in the lower sections of a core quadrant. The three ranges of detectors are used as inputs to monitor neutron flux from a completely shutdown condition to 120 percent of full power with the capability of recording overpower excursions up'to 200 percent of full power.

The output of the power range channels is used for:

1. The rod speed control function
2. To alert the operator to an excessive power imbalance between the quadrants
3. Protect the core against rod ejection accidents
4. Protect the core against adverse power distributions resulting from dropped rods.

Details of the neutron detectors and nuclear instrumentation design and the control and trip logic are given in Chapter 7. The limits on neutron flux operation and trip setpoints are given in the Technical Specifications.

4.4.6.4 Loose Parts Monitoring System. The Loose Parts Monitoring l16 System (LPMS) consists of permanently installed sensors and electronic equip- 2 ment that continuously monitor selected locations on the reactor vessel and gtt, steam generators for excessive motion of core internals and noise resulting g from loose parts in the reactor coolant system. The system is designed to meet the guidance of Regulatory Guide 1.133, as noted in Section 3.12. H 4.4-35 Amendment 53

The above are locations where any loose part released within the primary loop 36 will migrate and impact. Signal cables are run separately between the sensors 2 cnd a point normally accessible during full power operation. The accelero- 53 meters have been selected for the function of loose parts monitoring. All censors and preamplifiers are designed to function in their normal service environment. High temperature sensors are provided for the upper pressure vessel and the steam generators. The system is capable of detecting a metal-lic part with an impact force _>0.5 ft-lb striking the inside of the reactor 36 coolant pressure boundary within 3 ft of a sensor. Q492.

02N Four core internals monitoring channels are provided for the monitoring of fuel pin'and core barrel motion. The channels use existing signals from the excore ion chambers through a buffer. The signals can be recorded and anal- 36 yzed with the system spectrum analyzer. Q492.

02N The electronics panels are located in the control room. The panels include an 36 indicator assembly, channel selector switch, tape recorder with automatic Q492.

tape-turn-on, speaker for direct channel listening capabilities, a locator, a 02N locator printer, a dB meter, alarm lights, and power and test lamps. l20 Hybrid techniques are used for signal processing and indication. A spectrum 36 analyzer shared with the Vibration Monitoring System provides a capability for Q492.

en-line signature analysis. The accelerometer sensors are equipped with 02N piezoelectric crystals that are used for both vibration and acoustic 2 stonitoring, with special purpose preamplifiers for wide band operation. A U21*1 digital signal, which activates an annunciator alarm and initiates recording of appropriate channels, is generated when the vibration or loose parts signal level exceeds a preset alarm level for a specified period of time. The core internals channels operate in the same manner as the loose parts channels, with the addition of special electronic filtering to discriminate against noise.

In the event that one or more LPMS 57 channels are inoperable for more than 31 days, a special report will be prepared and submitted to the NRC Regional Administrator within 10 days outlining the cause of the malfunction and the plans for restoring the channels to operable status.

This arrangement provides a double barrier (one inside and one outside) between the RCB and the outside atmos- 39 phere. Should a leak occur outside the RCB, the sealed bellows inside the RCB, which is designed to withstand full Containment design pressure, would prevent the escape of the RCB atmosphere.

Should a leak occur inside the RCB, the diaphragm in the transmit-ter, which is designed to withstand full RCB design pressure, will prevent any escape from the RCB. This arrangement provides automa-tic double barrier isolation without operator action and does not jeopardize reliability with regard to its safety functions, i.e., no valves can be inadvertently closed or close spuriously.

In addition to these six Containment pressure transmitters, there are four pressure switches, two for low pressure and two for high pressure, used to annunciate conditions approaching the limits al- 53 lowed by the Technical Specifications. These switches also use sealed sensing lines, similar to those used for the pressure trans-mitters.

h. Reactor Coolant System Wide Range Pressure Sealed sensing lines similar to those provided for Containment pres-sure sensing are provided for the RCS wide range pressure sensing lines.
2. Containment Hydrogen Monitoring / Post Accident Sampling These systems are put into operation by the operator following a post- 39 ulated accident. The Containment valves are normally closed and receive a Containment isolation signal. When the operator deems that system operation is advisable, reset of the isolation signal and subsequent remote manual operation of the valves is required.
3. Leak Rate Test Connections Each leak rate test connection is equipped with a flange having a double

'O' ring and capped test connection inside and outside the RCB. This arrangement meets the functional requirements of GDC 56 and Type B test-ing.

6.2.4.2.2 Basis for Containment Isolation Valve Closure Time: Closure times for Containment isolation valves are chosen to limit radiological impact to the environs or for ECCS performance considerations. The maximum valve closure times are listed in Table 6.2.4-2 and Figure 6.2.4-1, 39 58 6.2.4.2.3 Environmental Qualifications: Environmental qualification of electrical and mechanical equipment i.s discussed in Section 3.11.

6.2.4.3 Design Evaluation. Containment isolation valves, actuators, and controls are protected from the effects of missiles and the dynamic effects associated with the postulated failure of pipes as described in Sections 3. 5 and 3.6. Containment isolation valves, actuators, and controls outside the Containment are located in seismic Category I structures as close to the RCB as practicable.

FUNCTION 6.2.3.1 The ISEG shall function to examine unit operating characteristics, NRC issuances, industry advisories, Licensee Event Reports, and other sources of unit design and operating experience information, including units of similar design, which may indicate areas for improving unit safety. The ISEG shall make detailed recommendations for revised procedures, equipment modifications, maintenance activities, operations activities, or other means of improving unit safety to the Manager, Nuclear Safety Review Board.

COMPOSITION 6.2.3.2 The ISEG shall be composed of at least five, dedicated, full-time engineers located on site. Each shall have a bachelor's degree in engineering or related science and at least 2 years professional level experience in his field, at least 1 year of which experience shall be in the nuclear field.

RESPONSIBILITIES 6.2.3.3 The ISEG shall be responsible for maintaining surveillance of unit i activities to provide independent verification

Both safety-related and nonsafety-related electrical penetrations are protected against short-circuit. The protection is provided by source and feeder breakers with coordinated short circuit pro-tection. This protection limits the maximum Ist at the penetration to a value far less than that resulting in thermal damage to the penetration seals.

Table 8.3-14 identifies the Containment Penetration Conductor Overcurrent 58 Protective Devices that are required to be OPERABLE. Details of the specific protection scheme are provided below: .

1. The only medium voltage power circuits passing through the electrical 36 penetrations are reactor coolant pump (RCP) motor power feeders. RCP motors are fed from 13.8 kV auxiliary buses IF, 1G, lH, and lJ through a feeder breaker. This switchgear is located in the Turbine Generator Building (TGB) which is a non-seismic Category I Building. Protection for the penetration conductors is provided by coordinated primary and back-up protection using feeder and supply breakers, respectively. The feeder and supply breakers are supplied with 125 vde control power from 43 separate 125 V battery systems.
2. The 480 V power circuits (Class lE/non-Class 1E) are fed from load centers and MCCs. Protection for the penetration conductors is provided by coc--dinated primary and backup protection using feeder and supply breakers. Protection for each circuit is reviewed and when coordinated protection cannot be achieved, a redundant feeder breaker in series is l54 provided with identical tripping characte.1stics.

3. 125 vde control circuits are protected by fuses and the system is l54 ungrounded. Any overcurrent condition is detected by two devices in series and, if one fails, the other provides the necessary protection.
4. 120 vac control circuits are low energy circuits and are protected by one fuse. The energy released by short circuits on control cable in general is sufficiently low that backup protective devices are not required. l43 Control circuits will be analyzed and backup devices are provided where l54 required.
5. For instrumentation circuits the possible energy release for a faulted circuit is compared to the maximum that the penetration can withstand so that redundant protective devices are not generally required. Backup devices provided where required. l43 29 8.3.1.1.4.7 Testing of Onsite Standby Power System Equipment -

Provisions are made for periodic testing of the Onsite Standby Power System 24 equipment in compliance with RG 1.22, IEEE 338-1977 and BTP PSB 2. Q 430.
