Establishinc Priorities for Restorine AC Power j Houston Lighting & Power Company-(HL&P) submits this notification that '

an action item from the April 17, 1989 response (ST-HL-AE 3045) to 10CFR50.63,

" Loss of All Alternating Current Power," to establish priorities for restoring AC power has been completed. NUMARC 87-00, Section 4.2, provides the following guidelines for development of operating procedures regarding AC. power restoration to respond to a station' blackout event, _

R o Load dispatchers should give che highest possible priority to restoring power to nuclear units. ' Procedures and training should consider several potential methods of transmitting power from black-start capable units to the nuclear plant. ,

o Should incoming transmission lines to a nuclear power plant be damaged, high priority should-be assigned to repair and restoration  ;

activities to at least one line capable of feeding-shutdown equipment. .I o Repair crews engaging in power restoration activities for nuclear.

units should be given high priority for manpower, equipment, and i

materials.

The owners of the South Texas Prcject Electric Cenerating Station (HL&P, City Public Service Board of San Antonio, Central Power and Light Company, and the City of Austin) have utablished a formal agreement by vote of the -

a management committee which establishes such priorities. This agreement' contains provisic..s to the effect that:

b. The co owners agree that, in the event of loss of power on their individual transmission systems due to system emergencies, restoration of power and the 345 KV . circuits connected to the STPEGS switchyard (and in the case of Central, the 138 KV line to STPEGS) will be accomplished as a high priority.
