l As identified in H14P's letter to you. dated March 23,-1990, HIAP J

has received notification from the primary Emergency Broadcast System (EBS) j Radio Station (KMKS Bay City, Texas) which supports the South Texas Project .

1 Electric Generating Station (STPEGS) Prompt. Notification System (PNS)Lthat- i they intend to change their operating frequency in order to broadcast at'a higher power level. The STPEGS PNS utilizes sirens and Tone Alert Radios (TAR) which are pretuned to the KMKS frequency to alert and utify the public within the 10 mile EPZ in the event of an emergency. Thi .:  !.o station.

. activates the TARS and transmits EBS messages. In additic. ;he operators of KMKS have indicated that they will be off the air and unavailabic to activate the TARS on any frequency for a short period _while they are modifying their facilities. They have indicated they will keep the period as short as

.possible and have given two weeks as a target. The backup EBS station 1 operates on a different frequency and is, therefore, not able to activate the  ;

existing TARS.

H14P's letter to you dated March 23, 1990 described-our planned l actions to respond to the frequency changes. An integral part of that plan was to modify existing radios to receive on the new frequency. H14P has since determined that it is not feasible to modify the existing radios to receive on the new frequency and since procurement of new radios has a substantial lead time, we are evaluating other options for prompt notification.

NUREG 0654 identifies automatic dial up systems as an option for i use in prompt notification systems, and HIAP has determined that this service l is commercially readily available and in use in other industries. - -

Arrangements are being made to provide this service for residents within 10 miles of STPEGS prior to the KMKS frequency change, which is now scheduled no sooner than June 1,1990. H14P has enough tuneable TARS to provide coverage for members of the public who do not have telephones and to members of the public who specifically request a TAR.. These will be distributed during the period KMKS is off the air.

'HL&P will-issue the necessary public information materials to' ensure'that the public is aware of the changes and the interim procedures. -Additionally HL&P will work j with the Matagorda County Sheriff's. office to ensure that appropriate interim procedures are in' place.
