In_ the referenced letter Houston Lighting & Power (HMP) stated that a ,

modification to the Qualified Display Processing System (QDPS) to incorporate on 1ine parameter update (OLPU) capability was planned for installation in.the

second refualing outage of Unit 1 and the first refueling outage of Unit 2.

This modification is being pursued by HL&P as an enhancement to maintenance i capabilities for the system and to hs1p minimize potential for-spurious j reactor trips when updating parameters by not requiring'those channels to-be taken offline (partial trip condition). This modification is not needed to correct any QDPS, problem or discrepancy and accurate operability of QDPS'is

, maintained either with or without the modification installed. ~

The Unit 1 second refueling outage activities he.v9 included a i particularly large amount of Instrumentation and Controls workloed. HL&P must j assure that we can complete the OLPU installation with qualified personnel and 1 with the correct level of attention and' time for proper implementation. As such, we now believe that it may not be appropriate to complete'. ths installation of the OLPU nodification an the Unit 1 second refueling outage.

Two of the four Unit 1 trains _ of QDPS will' be completed during the' current outage. We will complete the OLPU installations in nach unit during the next -

refueling outages for each respective unit.
