a SUtetARY OF MANAGEMENT ACTIONS During the January-June, 1990 reporting peri d there were three positive breathalyzer tests; 2 random and 1 for-cause. .All thrr,e tests resulted in denial of site access and employment was terminated.

It was determir.ad there was a need to increase employee awareness with 'j regard to heavy alcohol consumption during off-duty hours and the impact of- j STPEGS lowered positive alcohol cutoff' level from 0.10% BAC to 0.04% BAC.

All site employees received a plant bulletin which addressed alcohol use by nuclear power plant workers. Employees were provided information about- l alcohol consumption, possible impairment, and STPEGS Employee Assistance Program. EmploySee were advised to exercise good judgement and to practice moderation when drinking alcohol during off-duty hours.  !

Department Managers distributed :t,396 Blood Alcohol Estimator wheels which correlated blood alcohol concentration with an indisidual's weight, drink of choice and amounts of alcohol consumed. In addition to-the j estimators, Managers provided employees general guidelines for determining. l blood. alcohol concentration and an estimated rate for alcohol metabolization. l Employees were also advised about STPEGS Employee Assistance Program.' l The offort to increase employee awareness about alcohol abuse was reinforced by presentations-given by the Fitness for Duty staff during Department staff U. range. Employees were given information on the alcohol testing process, FFD policy was reviewed and employees:had an opportunity to ask questions to clarify any misconceptions held.

An effectiveness evaluation of STPEGS Fitness for Duty Program determined the failure rate on random and for-cause tests for illegal drugs was zero (0).

i EVENTS REPORTED UNDER 10CFR26.73 On March 28, 1990, a supervisor with unescorted access to the protected area was for-cause tested for drugs and alcohol. The individual had a confirmed positive test for alcohol. The NRC was notified at 1149 hours0.0133 days <br />0.319 hours <br />0.0019 weeks <br />4.371945e-4 months <br /> on ,
