SUBJECT:

SUSPECTED ATTEMPTED SAB0TAGE/ VANDALISM At Approximately 2:00 PM, MST, June 18, 1986, the licensee's ILC Technicians were performing initial system checks of the Unit-3 Fira Detection System and discovered that the internal wiring for at least one of the 18 panels had been modified, causing 4

approximately $3,000 - $5,000 damage to the internal components of this panel.

A portion of the Fire Detection System is designed to operate on 24-volt DC. Preliminary investigation by the licensee determined that during the past 30 days, person (s) unknown l had used two jumper wires to supply this panel with 120-volt AC power. Thus, upon initial

! energizing of this panel, several 24-volt components overheated causing the internal damage.

The manipulation of wires inside this Unit-3 panel had no effect on any operating systems at Units 1 and 2.

Unit-3 is in the early stages of pre-operational testing. Construction is 99% complete.

No fuel is on site for Unit-3.

The licensee has notified the Maricopa County Sheriff and the FBI.

The Senior Resident Inspector was notified at 4:00 PM, MST, June 18, 1986, of this incident.
