General Emergency X ,.,,Not Applicable At approximately 9:30 a.m. on July 18, 1983, a licensee representative called the Region V office to report that PG&L had determined that less than mininum wall thick..ess existed in the Reactor Coolant System (RCS) at the location of gouges which had previously been identified. These guuges were previously identified by the licensee on April 19. 1983 and attributed to malicious mischief. That discovery was described in NRC PN PNS-y-83-05. During the follow-u) of that item licensee personnel determined, based on ultrasonic measurements, that the 4C5 minimum wall requirements were not violateu.
The licensee's current finding is based on micromoter measurements of the piping inside diameter and outside diameter at the location of the gouges. Reportedly, the outside diomter less the inside diameter divided by two is .003 to .010 less lhan the required Sc % inimum wall. Licenseu personnel stated that a non-conformance report is being
