, NOTICE OF VIOLATION Pacific Gas and Electric Company Docket No. 50-275.

77 Beale Street, Room 1451 License No. DPR-80 San Francisco, California 94106 As a' result _of the inspection conducted on January 12-13, 1987, and in accordance with NRC Enforcement Policy, 10 CFR Part 2, Appendix C, the

-following violation was identified:

A. Diablo Canyon Unit 1 Technical Specification 6.8.1.d requires, in part, that written procedures covering the emergency plan shall be implemented.

Emergency Plan implementing procedure EP G-3, " General" requirement no.

1, " Notification of Offsite Organizations," requires that

" Notification of San Luis Obispo County should be made within 15 minutes for the Unusual Event classification...."

Contrary to the above, on January 2, 1987 notification of an Unusual Event to the San Luis Obispo County Sheriff did not occur until 95 minutes after its declaration.

This is a Severity Level IV Violation (Supplement VIII).

Pursuant to the provisions of 10 CFR 2.201, Pacific Gas and Electric Company is hereby required to submit to this office within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply to Item A including: (1) the corrective steps which have-been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
