W PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT PNS-V-85-06 Date: Dec. 6, 1985 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by the Region V staff on this date.

NARCOTICS ARRESTS BY SAN LUIS OBISPO COUNTY NARCOTICS TASK FORCE On December 6,1985, a reporter with the San Luis Obispo Telegram Tribune contacted the Region V Public Affairs Office to inquire as to what actions would be taken by NRC regarding the arrest of several security officers at the Diablo Canyon Nuclear Power Plant (DCPP) by the San Luis Obispo County (SLO) Narcotics Task Force for possession and sale of cocaine. The reporter stated the request was based on information contained in public records at San Luis Obispo.
PGandE Corporate Security informed Region V on December 6,1985, that the SLO Task Force had arrested five individuals for use and sale of narcotics beginning about three weeks ago through December 5, 1985. Three of the individuals were former employees of the DCPP Security Force and two were still so employed at the time of their arrest. The investigation is continuing by the SLO Task Force and PGandE Corporate Security will keep NRC informed as information becomes available. The licensee stated there is no indication that any use or sale of narcotics occurred at the site.
As this is an on-going official investigation, PGandE Corporate Security indicates they will make no news release and will not comment to reporters. Region V plans no news release but will respond to press inquires in areas of interest to NRC.
This preliminary notification is issued for information only.
The IAT has been notified.
