Meeting Summary The meeting convened at approximately 1:00 p.m. on August 17, 1987 in the Region V conference room in Walnut Creek with introductions of all participants. Mr. J. B. Martin opened the meeting by indicating the purpose of the meeting was to have an open discussion on the licensee's actions which were described in the licensee's letter DCL-87-136 of June 15, 1987. These licensee management actions were developed as a result of recent plant events such as the loss of RHR flow during RCS ,

midloop operation on April 10, 198 Mr. Shiffer responded by summarizing PG&E's management action as identified above and commented on the positive value the licensee attached to the periodic meetings with the Region V management. M Shiffer introduced Mr. Townsend to discuss background and plant status.

Mr. Townsend stated that both units were operating at 100% load (power)

l and that the condenser leaks on Unit I which had been a problem for the past several weeks had been solved over the weeken Mr. Townsend pointed out that the plant staff has been for the past two to three years involved in a heavy work schedule associated with startups and refueling outages; and now that Unit 2 outage was behind them the

plant staff can concentrate on improving the quality of operations and performanc Mr Townsend'then presented the agenda (attached as Enclosure 1) and

~ introduced Mr. Giscio Mr. Giscion presented a draft handout (Enclosure 2) and discussed a draft lesson plan for " management expectations /DCPP administrative procedures".

Also mentioned was a short movie being developed to aid in communicating to the plant staff " management expectations". It is expected that the new lesson plan will be presented to the plant personnel by the end of November 1987; and then the lesson plan will be incorporated into the new employee's training program, so that "all hands" will have received training on the subject of: " management expectation".

Mr. Townsend then projected on the screen a transparency of the

" readiness for restart program"'for Unit 2 (attached as Enclosure 3).

The sixteen major elements of this program were reviewed and discusse Mr. Sexton then discussed the licensee's enhanced radiation protection program and presented a related handou Various members of the licensee's staff present at the meeting reviewed the status of the sections / areas of management actions as described in the licensee's June 15, 1987 letter DCL-87-136. Examples of how PG&E management is focusing its attention to prioritization of significant plant problems were presented. Also, procedure NPAP C-18/NPG-7.5, " Event Investigation" dated 7/14/87 was discusse Finally, the licensee presented planned licensing changes (Enclosure 4).

Mr. Martin concluded the meeting by pointing out that plants develop a personality pattern early in plant life, and that these patterns are very difficult to change once established. Therefore, the ability to be self critical and to learn from mistakes has to be driven home as soon as possible. The licensee was cautioned not to underestimate the difficulty to communicate management expectation Finally, the licensee was urged to use the quality organization to determine if expectations are being communicated, understood, and implemente The meeting concluded at approximately 5:18 _ _ _ _ _ _ _ - _ _ _ _ _ - _ _ _ _ - _ - _ _ - _ _ - _ - _ -
