a DCS No. 050317970530 May 30, 1996 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE PNO-I-97-32 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region I staff on this date.

Facility Licensee Emergency Classification Baltimore Gas Calvert Cliffs 1 & Electric Co. (BGE) X Notification of Unusual Event Alert Lusby, Maryland Site Area Emergency Dockets: 50-317 General Emergency Not Applicable

Subject:

UNUSUAL EVENT DUE TO REACTOR COOLANT SYSTEM LEAKAGE IN EXCESS OF TECHNICAL SPECIFICATION LIMITS At 4:50 p.m. on May 29, 1997, BGE declared an Unusual Event due to reactor coolant system (RCS) leakage in excess of technical specification limits, requiring a unit shutdown. The event started when a pressurizer pressure instrument failed and approximately 8 gallons per minute RCS leakage was observed in the Unit 1 containment. The instrument failure caused the respective reactor trip logic channel to actuate on a low pressure signal, but otherwise did not complicate the leak mitigation effort or the reactor shutdown.

At 8 :00 p.m. , af ter the reactor was shutdown, operators entered the containment building and isolated the leak by shutting two isolation valves. The unusual event was terminated at 8:05 p.m.

BGE is conducting an investigation of the event. Preliminary indications are that a compression fitting on the 3/4-inch stainless steel supply line to one of the four pressurizer pressure instruments separated, causing the RCS leak and the instrument to fail. A containment damage assessment and cleanup were initiated.

Approximately sump.

1,800 gallons of coolant spilled into the containment Early indications suggest no collateral damage from the leak. Plant restart is tentatively scheduled for June 1.

The resident inspectors responded to the site and observed the licensee's response to the event.

The State of Maryland has been notified.

Bu 'oes not intend to issue a press release.

This information is current as of 10:00 a.m., May 30, 1997.
