Subject:

DISCOVERY OF CONTAINER MARKED " TNT" On December 10, 1986, at 12:15 PM, a site employee notified the control room that a.2 feet long cylinder,' 6" in diameter marked " TNT" was discovered on the floor of the msn's locker room, which is located in the North Service Building.

This building is

.within the protected area and contains offices.

Site security was notified immediately and security contingency procedures were initiated. The licensee declared an alert. The building was evacuated and the State Police and State Fire Marshall ware notified at 12:45 PM. Both responded to the site within 35 minutes.

Explosives detection dogs were used and, after determination that explosives were not present, the

-State Fire Marshall' removed the top of the object, which consisted of three canisters taped together. The canisters were empty. The " TNT" marking had apparently been applied with a marking pen. The canisters were removed by the State Fire Marshall for further examination.and search for fingerprints. At 1:31 PM, the alert was terminated and the building restored to normal use.

j The NRC Headquarters Operations Officer was notified by the licensee via ENS at 1:10 PM.

Rzgion I received notification at 1:16 PM. The IAT was informed of the incident by

'Rsgion I.

The State of Maryland has been informed.
