The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

INITIAL CRITICALITY Initial criticality was achieved at 6:55 p.m., November 30, 1976. Region I 1
inspectors are at the site and report that actual plant parameters were in close agreement with predicted values.
Media interest is expected because the licensee plans to inform them. The State of Maryland has been informed. A press release is not planned by Region I.
Region I, NRC, Philadelphia, Pennsylvania received notification of this occurrence by telephone from our inspectors at 8:55 a.m., December 1,1976.
