March 14, 1977 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-77-41 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

OVERPRESSURIZATION OF THE REACf0R COOLANT SYSTEM

On Saturday, March 12, while establishing water chemistry conditions in the Reactor Coolant System (RCS) following a refueling outage, a Reactor Coolant Pump (RCP) was started to flush the steam generators section of the RCS. Plant conditions prior to starting the RCP were 415 psia and 130, water solid. When the pump was started the warmer water was flushed out of the steam generators and mixed with the 1300 water.

(The water in the steam generators was warm due to a plant heatup to 2000F the previous day). This operation resulted in RCS pressure increasing to 780 psia. This is in excess of the allowed pressure for 130, which is 700 psia. The pressure remained above the allowed limit for 20-30 seconds and was reduced through the letdown system by operator action.

An initial analysis by the licensee indicated that no damage had been done

.to the RCS.

A meeting between Nuclear Reactor Regulation and the licensee to discuss this.

event is scheduled for 9:00 AM, March 14, 1977. NRC Inspectors will be onsite on March 14, 1977.

Media interest is expected because of high sensitivity of the public to

'overpressurization problems. The State of Maryland has been informed.

A press release is not planned.
