[f October 17, 1975 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE --PN-75-108 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by OIE staff as of 9:00 a.m. on the date of this notification. IT SHOULD BE SPECIFICALLY NOTED THAT THIS NOTIFICATION MAY CONTAIN INFORMATION THAT LATER MAY BE DETERMINED TO BE INACCURATE OR INCONSISTENT. AN OFFICE OF INSPECTION AND ENFORCEMENT NOTIFICATION OF AN INCIDENT OR OCCURRENCE (BLUE SHEET) SUBSEQUENTLY WILL BE ISSUED IF WARRANTED.

SECURITY GATE IN THE AUXILIARY BUILDING FOUND OPEN At 5:00 PM, October 15, 1975, a Globe Security Guard found a gate on the 27' elevation of the Auxiliary Building had been opened by removal of the

hinge pin.
The gate, although inside the Auxiliary Building, formed a portion of the physical barrier of the protected area of Unit 1.
No indication of entry to the vital areas of Unit 1, which are alarmed,
_ JA was noted.
The pipefitters for Unit 2, which is under construction, are on strike.
l The licensee reported that thirty tool boxea and desks belonging to the pipefitters were forced open on the construction site. The licensee is investigating.
Media interest is not expected. The State of Maryland has not been informed. A press release is not planned.
OIE received notification of this occurrence by telephone from L. Russell at 3:55 p.m. on October 16, 1975
