Subject:

Control Systems Failure Analysis License Condition 2.C.8 Cordition 2.C.8 of the Fermi 2 operating license states:

Prior to startup following the first refueling outage, DICo shall provide the NIC staff for its review and approval, tne necessary analysis or modifications needed to resolve the impact of control system failures due to a failure or malfunction of power sources or sensors which provide power or signals to two or more control systens.

The control systems failure analysis has been performrei using the criteria and nethods previcasly used by other Boiling Water Reactors.

The study was perforned by General Flectric Conpany with support provided by Detroit B31 son engineers. The analysis consists of two portions - a comnon sensor failure analysis ard a common power source failure analysis. The results were presented to the !belear Regulatory Commission at a meeting on August 31, 1989 at NIC heahjualters.

The results of the conmon sensor failure analysis was that the net effect of each of the analyze 3 sensor line failures was determined to be less severe than a comparative Updated Final Safety Analysis Report (TSAR) Chzpter 15 event. The same conclusion was rezched in the comon power failure analysis study. A minor change was recommended for the TSAR section on turbine trip without bypan suendrio which does not affect the consequences of the transient. This change w111 be incorporated in the next TSAR update.

UStUC September 12, 1989 IEC-89-0204 Page 2 In cadition to performing the analysis required by License Condition 2.C.8 and discussed in Section 7.7.2 of the Fermi 2 Safety Evaluation Report (SI:R), an evaluation was corx3ucted of the consequences of an I additional single failure in a mitigating safety system. This supplemental analysis was performed because the question ha3 been asked of another licensee. The resultant worst case scenario has been previously addressa3 and reviewed by the NIC, as docunented in Section 7.3.2 of Supplenent 4 of the Fermi 2 SER.

Attached is the conaon sensor failure analysis evaluation report. The report for the concon power failure analysis is in preparation and it is anticipated that it will be submitte3 to the IUC by October 1,1989.
