On March 12, 2012, the Nuclear Regulatory Commission ("NRC" or "Commission")

issued an order (Reference 1) to Entergy. Reference 1 was immediately effective and koo)

NL-13-109 Dockets 50-247 and 50-286 Page 2 of 2 directs Entergy to install reliable spent fuel pool level instrumentation. Specific requirements are outlined in Attachment 2 of Reference 1.

Reference 1 required submission of an initial status report 60 days following issuance of the final interim staff guidance (Reference 2) and an overall integrated plan pursuant to Section IV, Condition C. Reference 2 endorses industry guidance document NEI 12-02, Revision 1 (Reference 3) with clarifications and exceptions identified in Reference 2.

Reference 4 provided the Entergy initial status report regarding spent fuel pool instrumentation. Reference 5 provided the Entergy overall integrated plan.

Reference 1 requires submission of a status report at six-month intervals following submittal of the overall integrated plan. Reference 3 provides direction regarding the content of the status reports. The purpose of this letter is to provide the first six-month status report pursuant to Section IV, Condition C.2, of Reference 1, that delineates progress made in implementing the requirements of Reference 1. The attached report provides an update of milestone accomplishments since the last status report, including any changes to the compliance method, schedule, or need for relief and the basis, if any.

(Entergy) developed an overall integrated plan (Reference 1) for Indian Point Energy Center (IPEC), documenting the requirements to install reliable spent fuel pool level instrumentation (SFPI), in response to Reference 2.

This attachment provides an update of milestone accomplishments since submittal of the overall integrated plan, including any changes to the compliance method, schedule, or need for relief/relaxation and the basis, if any.

Milestone Accomplishments None Milestone Schedule Status The following provides a line item update to milestone schedule to support the Overall Integrated Plan. It provides the activity status of each item, and whether the expected completion date has changed. The dates (current as of July 31, 2013) are planning dates subject to change as design and implementation details are developed.

Changes to Compliance Method The original OIP (Reference 1) indicated remote indication in the Control Room but this remote display will no longer be included. The following are the changes to the OIP based on this revision:.

Page 5 of 19 : Displays and signal processors will be located in the respective Fan Houses (FH) and CGRs for both Indian Point 2 (IP2) and Indian Point 3 (IP3) and will be readily accessible.

Page 8 of 19: Instrument power is derived from the display/processors. The locations of the electronics package and the credited displays for both Unit 2 and Unit 3's SFP

NL-13-109 Dockets 50-247 and 50-286 Attachment Page 2 of 2 instrument channels are within the respective Units' Fan Houses. in both Unit 2 and Unit 3, a remote display for both channels of instrumentation will be located in the respective Central Contol Room (CCR) via additional abling The FH &- ,,R provides adequate protection against the effects of temperature, flood, humidity, radiation, seismic events, and missile hazards.

Page 9 of 19: The electronics packages are normally powered using 118/120VAC that is provided from separate panels that are powered from separate 480V buses at a minimum. On loss of normal AC power, each processor automatically continues to operate on its own dedicated backup battery supply. The backup batteries and associated UPS are located at the processor, seismically mounted, and qualified for the expected environment. The processor will also have connections designed to allow powering the processor from an external, portable power source.

Finally, the remote displays in each Unit's CCR will be powered via the current loop supplied by the e~ectronics pacskage.

Need for Relief/Relaxation and Basis for the Relief/Relaxation IPEC expects to comply with the Order implementation date and no relief/relaxation is required at this time.

Open Items from Overall Integrated Plan and Draft Safety Evaluation None.

Potential Draft Safety Evaluation Impacts The Draft Safety Evaluation has not been issued at this time.
