EXECUTIVE

SUMMARY

The National Institute of Standards and Technology (NIST), headquartered in Gaithersburg, Maryland, contracted ReNuke Services, Inc. who teamed with Perma-Fix Environmental Services to develop facility decommissioning cost estimates (DCEs) for their non-reactor radiological facilities in Gaithersburg. As part of the DCE the ReNuke Services team performed this Historical Site Assessment (HSA). The conclusions of the HSA identified 22 rooms requiring radiological scoping surveys. This report describes the summary of the Historical Site Assessment performed as part of the DCE activities.

The team designed and implemented the historical site assessment using the guidance of the Multi-Agency Radiation Survey and Site Investigation Manual (MARSSIM) such that the quality of the data produced would be suitable for use in determining MARSSIM classification.

During the last quarter of 2022 and 1st quarter of 2023, the ReNuke Services Team performed historical site assessment for the following buildings of the NIST facility: 101, 202, 205, 208, 217, 218, 220, 221, 222, 223, 224, 226, 227, 245, 301, 303, and 423. During the HSA 324 rooms were evaluated and from these facilities 181 rooms were found to have an impact on the DCE.

PURPOSE OF THE HISTORICAL SITE ASSESSMENT The purpose of this HSA is to document a comprehensive investigation to identify, collect, organize, and evaluate historical information relevant to the applicable areas of License No. SNM-362 for the NIST site. This historical information is used to guide radiological surveys and provide initial survey area classifications based on guidance contained in NUREG-1575, Multi-Agency Radiation Survey and Site Investigation Manual (MARSSIM). The classifications will be used to guide scoping study survey efforts. Final structure and land area classifications used for the final status survey will be based on the HSA, Scoping, site routine survey data and future characterizations.

The HSA describes the site's physical configuration, identifies potential radioactive constituents of site contamination, assesses the migration of contaminants, identifies contaminated media, identifies non-impacted and impacted areas, and classifies impacted areas.

2.1 Data Quality Objectives The HSA objectives included the following:

Identifying licensed buildings/rooms, Differentiate impacted from non-impacted areas, Provided an assessment of the likelihood of residual radioactivity migration, Identify which licensed buildings/rooms require further radiological investigation.

PROPERTY IDENTIFICATION 3.1 Physical Characteristics 3.1.1 License Holder U.S. Department of Commerce National Institute of Standards and Technology 100 Bureau Drive, Mailstop 1731 Gaithersburg, Maryland 20899-1731 NRC License Number SNM-362 3.1.2 Location National Institute of Standards and Technology 100 Bureau Drive Gaithersburg, MD 20899 Longitude: North -77° 12' 59.3676" Latitude: West 39° 8' 39.9228" NIST is located in the center of Gaithersburg, MD near Interstate 270 Exit 10 in Montgomery County, Maryland. The site is approximately 30 miles Northeast of Washington Dulles International Airport. Located approximately 1 mile to the west is Seneca Creek State Park and Clapper Lake. The city of Gaithersburg has a population of approximately 69,657. Its largest major city is Washington DC with a population of 712,816.

3.1.3 Topography The site is relatively flat with an average elevation of 502 feet above mean sea level. The property is not located within a 100-year flood zone.

3.1.4 Geology (Reserved) 3.1.5 Hydrology Surface-water drainage at the site flows southwest to the Muddy Branch stream and its tributaries.

Muddy Branch discharges to the Potomac River about 2 river miles (3 river kilometers) upstream from the Washington Suburban Sanitary Commission (WSSC) water filtration plant, and approximately 5.5 river miles (8.9 river kilometers) upstream of the uppermost intake for the District of Columbias water supply. The site is more than 10 river miles (16 river kilometers) along Muddy Branch from its confluence with the Potomac River. The nearest naturally occurring surface water body to the site is Tributary A of Muddy Branch, approximately 1,000 feet (305 meters) to the west-northwest of the site.

NIST Historical Site Assessment License No. SNM-362: NIST-TR-23-001, NIST Historical Site Assessment Revision: A Page 4 of 41 Based on information from the well records of Montgomery County Health Department, there is no municipal or private use of Muddy Branch for drinking water. The closest downstream user of surface water for drinking purposes is the WSSC filtration plant on the Potomac River, at least 12 river miles (19 river kilometers) from the site. There is no known use of Muddy Branch or other surface waters within the county for irrigation.

While irrigation farming does occur in this region, well water is the primary source of its water. In Montgomery County, there are no irrigated farms.

3.1.6 Meteorology The climate in Montgomery County Maryland is mild, generally warm, and temperate.

The following are the annual averages for weather (since 1970):

HISTORICAL SITE ASSESSMENT METHODOLOGY 4.1 Approach and Rationale This HSA documents those events and circumstances occurring during the history of the facility that contributed to the contamination of portions of the site environs above background levels.

Information relevant to changes in the radiological status of the site following publication of this HSA will be considered part of the ongoing characterization evaluations and decommissioning activities. These ongoing activities include the expansion of the site groundwater investigation and evaluations of subsurface contamination. The results of ongoing investigations into the extent of subsurface contamination will drive continuing remediation and/or mitigation efforts as appropriate.

The HSA involves collecting, organizing, and evaluating information that describes the site in terms of physical configuration and the extent to which the site is radioactively contaminated because of plant operations and activities. The HSA information is used to bound and classify survey areas. Boundaries of the identified survey areas are based on operational history, including recorded significant events and common radiological profiles from previous characterization efforts. Survey areas for structures and land will be broken into multiple survey units where appropriate to meet survey unit sizes recommended by MARSSIM prior to final status surveys.

The general criteria used to classify the survey areas are drawn from the regulatory guidance of MARSSIM as follows:

Non-impacted Area: Areas with no reasonable possibility (or extremely low probability) of residual contamination. Non-impacted areas are typically off-site and may be used as background reference areas.

Impacted Area: Areas that may contain residual radioactivity in excess of natural background or fallout levels. All impacted areas must be classified as Class 1, 2 or 3 as described in MARSSIM.

Class 1: Impacted areas that have, or had prior to remediation, a potential for radioactive contamination (based on site operating history) or known contamination (based on previous radiological surveys) above the anticipated Derived Concentration Guideline Level (DCGL).

Class 2: Areas that have, or had prior to remediation, a potential for radioactive contamination or known contamination, but are not expected to exceed the DCGL.

Class 3: Any impacted areas that are not expected to contain any residual radioactivity or are expected to contain levels of residual radioactivity at a small fraction of the DCGL, based on site operating history and previous radiation surveys.

Information collected for each survey area includes a description of the survey area, an operational history, an evaluation of past and current translocation pathways, and a description of the status of

The findings section for each survey area includes an assessment of radiological contaminants, contaminated media, current radiological status, results of any subsurface mitigation or remediation efforts, and remaining decommissioning activities. The general process for integrating the HSA with continuing characterization, DCGL Development, and the Final Status Survey is shown in the following flowchart.

Review operational history and identify significant events contributing to contamination of the site.

Assemble available historical reference documentation.

Assign survey area classification.

Publish Historical Site Assessment document.

Obtain/develop site-specific derived concentration guideline levels (DCGL).

Update survey area packages as decommissioning activities progress. Include results of continuing characterization activities and document progress of remediation of sub-surface End-state of decommissioning attained. All areas meet DCGL criteria.

Evaluate data quality in survey area packages using DQO/DQA process and prepare characterization survey plans.

Obtain additional characterization data, if necessary, and document turn-over surveys.

Begin final status survey process.

4.3 Documents Reviewed In developing this HSA, the following documents were reviewed:

4.4 Property Inspections No detailed property inspection was performed in association with this Historical Site Assessment.

Inspections were limited to the building exteriors and interior rooms listed in Table 3, Historical Site Assessment Findings.

4.5 Personnel Interviews Personnel interviews of current and former site personnel were held during the site inspection and via telephone during the HSA process. Personnel were selected based on their employment history at the site. Personnel were interviewed that held positions in maintenance, operations, and radiation protection. Undocumented events were not discovered during this process, but the interviews did prove helpful in assessing the historical operations. In total, four (4) current and former employees were interviewed. There was no impact to the HSA findings as a result of these interviews to be accounted for in Table 3, Historical Site Assessment Findings.

SITE LOCATION AND HISTORICAL RADIOLOGICAL DESCRIPTION The NIST facility is located at 100 Bureau Drive, Gaithersburg, MD 20899.

NIST Historical Site Assessment License No. SNM-362: NIST-TR-23-001, NIST Historical Site Assessment Revision: A Page 10 of 41 5.1 NIST Background The National Institute of Standards and Technology (NIST) was founded in 1901 and is now part of the U.S. Department of Commerce. NIST is one of the nation's oldest physical science laboratories. Congress established the agency to remove a major challenge to U.S. industrial competitiveness at the time a second-rate measurement infrastructure that lagged behind the capabilities of the United Kingdom, Germany and other economic rivals.

From the smart electric power grid and electronic health records to atomic clocks, advanced nanomaterials and computer chips, innumerable products and services rely in some way on technology, measurement and standards provided by the National Institute of Standards and Technology.

Today, NIST measurements support the smallest of technologies to the largest and most complex of human-made creations from nanoscale devices so tiny that tens of thousands can fit on the end of a single human hair up to earthquake-resistant skyscrapers and global communication networks.

5.2 Historical Radiological Activities Special Nuclear material (SNM) License SNM-362 was first issued in 1960 by the Atomic Energy Commission to the National Bureau of Standards (renamed as the National Institute of Standards and Technology (NIST) in 1988). NIST is a federal agency within the Department of Commerce.

NIST uses licensed materials for research, development, calibration, and testing activities. Under SNM-362, NIST develops, maintains, and disseminates national standards for ionizing radiation and radioactivity to support health care, industry, and homeland security at its Gaithersburg, MD, site.

License SNM-362 was renewed in 1979, 1985, 1991, 1997 and 2007. The current license, which also recognizes NIST as a Type A Broad Scope License, was scheduled to expire on July 31, 2007.

On June 29, 2007, NIST submitted an application requesting renewal of license SNM-362 for a period of ten years, under Title 10 of the Code of Federal Regulations (10 CFR) Part 70, to continue its authorization to possess and use SNM. As a result of these operations, many laboratory areas and systems, such as fume hoods, gloveboxes, sinks, drains and ventilation systems have been impacted.

5.3 Current License Possession Limits The license possession limits were reviewed as part of the historical site assessment. Due to the very large license limits, Table 5.1 below excludes the quantity of the nuclides in the possession limits column since this information is OUO and the site is currently operating with all the nuclides listed below.

NIST Historical Site Assessment License No. SNM-362: NIST-TR-23-001, NIST Historical Site Assessment Revision: A Page 14 of 41 5.4 Incident History In the early planning meetings to develop the HSA, a determination was made with the NIST Radiation Safety Officers (RSOs) concurrence, that it was appropriate to conduct Incident Investigations from the date of the last DCE (June 2009). Reference document, NIST Incident Reports represents the recorded incidents provided for investigation as part of this HSA. Limited specifics pertaining to each incident were communicated in the log, but sufficient conclusive outcome of the incidents existed, and resolved that (3) locations were impacted, via the generation of a Fixed Contamination Area (FCA) for rooms B157, B49 and B142 in Building 245.

Specifically, fixed contamination remains in 245, B157 (around the cup sink on countertop-from former glovebox), B49 (concrete shield walls) & B142(benchtop). These rooms with FCAs are accounted for in Table 3 HSA Findings.

5.5 Radioactivity Migration Evaluating radioactivity migration at the NIST Site within the Laboratory and Accelerator Facilities was relatively straight forward. The site maintains a quality controlled routine survey program allowing the team to gain confidence that internally, buildings radioactive material is controlled within the posted areas and accounted for appropriately. No incidents reported any indication of continued radioactive material loss. The only penetration points through walls, floors and ceilings that radioactive material can assumed to be spread is via the design features of the laboratory drains and ventilation ducts.

INVESTIGATION OF SNM-362 LICENSED ROOMS Based on potential contaminants, their associated radiation, and the types of residual contamination categories, the following buildings/rooms were evaluated for general MARSSIM classification and survey recommendations.

Areas potentially meeting the definition of an impacted area are included below. Classifications listed below are preliminary and likely will be revised as data gaps are filled and additional information is collected throughout the HSA, scoping, and characterization processes at final decommissioning. Areas within radiologically controlled areas are assumed to be a minimum of MARSSIM Class 3 unless survey results support a non-impacted classification.

CONCLUSION The Historical Site Assessment performed by the ReNuke Services Team during the last quarter of 2022 and 1st quarter of 2023, for buildings of the NIST facility: 101, 202, 205, 208, 217, 218, 220, 221, 222, 223, 224, 226, 227, 245, 301, 303, and 423 resulted in the following:

NOTE: The following numbers are rough estimates due to grouping of rooms, duplicate room numbers and room number changes. These figures give an approximate for means of reference.

In total (323) rooms were evaluated in this HSA Investigation. A total of (183) of those rooms evaluated were found to have an impact on the current DCE.

The last DCE completed by Philotechnics contained (155) Impacted rooms. (Note -

Some of these were duplicates (due to Room Numbering issues) o Our current findings concluded that (80) Rooms from the 2009 DCE no longer have any impact on the DCE.

o (75) Rooms from the 2009 DCE remain an impact to the current DCE.

o Since the 2009 DCE, (40) rooms originally impacting the DCE, were released for unrestricted use in accordance with the clearance levels in Table 4 in the NIST License Renewal Application and removed from the SNM-362 License.

o (40) Rooms previously on the DCE were found to no longer have an impact.

An additional (168) Rooms not included in the 2009 DCE were evaluated and resulted in (108) additional rooms impacting the DCE.

o The H Wing Addition in building 245 added (47) new rooms to the DCE.

o (61) additional rooms were added for various reasons.

7.1 DQO RESULTS DQO 1 - Identifying licensed buildings/rooms.

Results - There are 16 Buildings making up a total of 183 impacted Rooms under license SNM-0362. 101, 202, 205, 208, 217, 218, 220, 221, 223, 224, 226, 227, 245, 301, 303, and 423.

DQO 2 - Differentiate impacted from non-impacted areas.

Results - There are 183 Impacted Rooms under license SNM-0362.

DQO 3 - Evaluate the likelihood of residual radioactivity migration, Results - Radioactive material migration was restricted to designed features of the laboratories and room Ventilation and Drainage systems. No new or unplanned radioactivity migration is identified in this HSA.
