[External_Sender] Fwd: Technical problems submitting comments for Point Beach by deadline Date: Friday, March 05, 2021 1:09:30 PM Attachments: PointBeachRelicensing.docx Stacy: The person I called about 8:30pm on 3-3-2021 to report that I had tech problems accessing the NRC Point Beach comment area was Phyllis Clark at 301.415-6447. I did not talk to her in person, but left her an voice message. When I received no replies from NRC from anybody, I called Phyllis on 3-4-2021 and again left a voice message. I sent you the message below about 10 minutes ago. Please contact me so I can get this off my mind as I'm worried about it, and I've done everything I know how to do to try to get my comments submitted. I hope you can address this asap. Thank you.

Fwd: Technical problems submitting comments for Point Beach by deadline To: <Stacey.Imboden@nrc.gov>

The two emails below were sent to Nancy Martinez at an email that must be somewhere in limbo at NRC as it did not bounce back to me, but they were sent to Martinez@nrc.gov, which was an incomplete email address, as I had no other email address for technical problems filing comments. This address was provided by another volunteer person who often files comments on other projects for the NRC and the first contact as you can see was about problems accessing your NRC site from roughly 7 pm for the rest of 3-3-2021 until almost 1 am on 3 2021. As I was able to access all other internet links besides the NRC and was able to access the NRC site in the wee hours of 3-4-2021, the problem in retrospect clearly was at your NRC site. While I didn't find the button link to try to file my comments (which I had filed 3 earlier with the last being about 6:30 am on 3-3-2021 (Upload), and the two brief typed comments on 3-2-2021), I kept looking for it as I do not find your website completely intuitive until about 3:30 am, when I emailed the second email below to Nancy Martinez, believing that she was somehow connected to Point Beach comments, once again using the incomplete email address that behaved as if it was received by NRC as it never bounced back. I was given Nancy Martinez's phone number today at NRC as I have not heard from from NRC in any way pertaining my comments which are attached below. When I called Nancy as soon as I received her phone number, Nancy informed me that she was not on this project and provided me with your email.

Before I sent the first email to Nancy, somebody had given another woman's name and phone number, and I had called her about 8:30pm on 3-3-2021 informing her voice mail that I had a problem accessing the NRC website using two different links and I couldn't even open any page from NRC or access the website itself in any way. When she never called me back, on 3-4-2021 I left her voice mail a second message once again explaining the problem and how I sent the comments to Nancy Martinez but she never called me.

I spent almost all my time from the public comments writing these comments, which really was not enough time for all the issues that I wanted to cover about Point Beach. So I would

appreciate an official notification that my comments will be officially entered into the record as if they had been timely on my part, as I couldn't upload my comments because your website was inaccessible to me. As it was inaccessible to me, I believe it was inaccessible to a large number of people apparently from too many people submitting comments simultaneously for the last 5 hours5.787037e-5 days
0.00139 hours
8.267196e-6 weeks
1.9025e-6 months
of the comment period with somewhat short of another hour by 1 am on 3 2021 when all that excess traffic stopped. Please call me and confirm that you have received my comments, that you are the correct person to receive my comments, and if you want me to do anything else.

Re: Technical problems submitting comments for Point Beach by deadline To: <Martinez@nrc.gov>

I have been unable to file my comments due to the NRC web site's inaccessibility despite trying to link to it over 50 -70 times in a 5 hour5.787037e-5 days
0.00139 hours
8.267196e-6 weeks
1.9025e-6 months
period after 7 pm on 3-3-2021. It was close to 1 am when I finally could get through to the NRC web site, but I searched and searched for the box to click that would enable me to file my final comments, but it appears that NRC took the ability to file the comments away at midnight or prior to close to 1 pm when I finally was first able to link to the NRC web site. I note that over 1000 comments were filed, and I suspect the NRC website is insufficient to handle a large number of people linking at the same time to it.

However, I do not understand how that could happen to a government website, when I've been on so many private websites during the COVID lockdown where tens of thousands were viewing the same thing live simultaneously, and comments and questions could be typed in for a moderator to handle. I strongly believe that the NRC should extend the comment deadline in order to receive all the comments that have been prepared.

I am attaching my comments below so that you can make sure that they are properly entered into the record and counted as received timely. The NRC should not test a new website and have this type of a malfunction and then disconnect the comment entry links within an hour of the comment deadline, when your site blocked people from even opening the site up and accessing it.

I was able to submit 2 typed messages yesterday and 1 download early this morning, which were acknowledged as received but not posted. Early this evening I was able to get into your site with the same link that is not working on the same computer now. During my time on your

site, I was able to read the 29 posted comments, as it appears that most of the comments have not been posted, but I did verify that none of my comments were available for anyone else to read.

By 7:30 pm which was 2 hours2.314815e-5 days
5.555556e-4 hours
3.306878e-6 weeks
7.61e-7 months
ago, I began to try to use two different links--the one in your comment acknowledgment to me and the one a nonprofit provided to me--both of which worked previously on the same computer I am still using--a desktop, but I've attempted to open the links 50-60 times but I get a message that I may be behind a firewall (but I closed down everything except my gmail which requires my browser and search engine to be up);

the message also says that I may be blocking cookies required to link to this site (but I haven't changed anything like that between being able to use your site and not being able to use your site). So I went and disabled Privacy Badger, but that didn't do anything. So then I whitelisted your site, which would remove any blocking cookies I THINK???, but that didn't give me access to your site. I was told there was 0 trackers being found, so my computer wasn't blocking a tracker on your site. Ublockorigin didn't seem to be raising any questions, and I am the one seeking your site out. So I'm at my wits end after wasting 2 1/2 hours trying to post on your website.
