i ENCLOSURE 2 NOTICE OF DEVIATION Virginia Electric Power Company Docket Nos. 50-338, 50-339 North Anna License Nos. NPF-4, NPF-7 The following deviation was identified during a Nuclear Regulatory Commission (NRC) inspection conducted on April 3-7, 1989.

In Virginia Electric and Power Company document, " Compliance with  ;

Regulatory Guide- 1.97", transmitted January 31, 1984, the licensee l committed to comply with Regulatory Guide (RG) 1.97, Instrumentation .for ,!

Light-Water-Cooled Nuclear Power Plants to assess Plant and Environs Condition during and following and Accident. Specifically that comitment does not take exception;for the neutron flux variable, s 1

RG 1.97 specifies the following design criteria for Category -1 varibles. ]

Recording of instrumentation readout information should be provided 'for at j least one redundant channel. The trend information may be continuously  ;

updated, stored in computer memory, and displayed on demand.

Contrary to the above:

Trend information for the neutron flux variable was not available on a dedicated recorder nor stored in computer memory for display on demand. Neutron flux is ? Category 1 variable.

ihe Deviation applies to the both Units.

Please provide to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555, with a copy to the Regional Administrator, Region II, and a copy to the NRC Resident Inspector, in writing within 30 days of the date of this Notice, the reasons for the deviation, the corrective steps which have been taken and the results achieved,- the corrective steps which will l
