Dear Mr. Xenyon:
j This past September, members of my staff met with the AIF Comittee on Emergen-cy Preparedness to discuss the NRC's revised approach t,o communication of essential technical data during an emergency at a licensed nuclear power plant.
We have found that voice communication produces unacceptable rates of error and serious delays in our response.
i We have identified a list of basic parameters that are necessary to our emer-gency response role, and we are working to develop a system which will allow licensees to electronically transmit these parameters to NRC Headquarters 1 g"3 during an emergency. Our emphasis is on compatibility with licensee's existing electronic data systems. Those parameters that are on both our list and the Ifcensee's systems would be transmitted to NRC electronically in whatever format the licensee is using. Any remaining parameters on the NRC list (we expect very few) would be communicated by voice over the Emergency Notification System (ENS). This approach has been named the Emergency Response Data System aj (ERDS).
.i This.past July, Duke Power Company participated with us in the first test of 1
this concept. Their Crisis Management Data System was used to transmit the limited set of NRC parameters from their McGuire Plant to NRC Headquarters 4
1 and the Region 2 Office.
The test prove'd the value of a modest set of reli-able, time-tagged, routinely updated parameters.
Our technical response teams were able to develop an understanding of the sitention more promptly and focus on the relevant issues quickly. Data transmission errors were eliminated.
Voice traffic over the ENS was reduced, and questions were better focused. We believe this offers significant reduction of the communications burden on the licensee.
Our purpose for meeting with the AIF codmittee was to obtain a wider range of opinions and to seek cooperation in developing the ERDS. Your representative.
Mr. Charles Wike, was very knowledgeable and agreed to meet with us at your Susquehanna station so that we could learn more about your electronic data 1
systems. We had that meeting in October, and learned that your systems would provide a good opportunity for us to further develop the ERDS approach and to Q
obtain useful cost _and scheduling information for planning further implementation.
