' Through observation and discussion, the NRC inspector confirmed that the IFSP was being implemented according to the IFSP. The NRC inspector observed that the controls required by the IFSP appeared to be operative and effective in protecting the new fuel stored at CPSE No violations or deviations were identifie ~' Controlled Access Area The NRC inspector verified through direct observation that the special nuclear material (SNM) received at CPSES is stored in a Controlled Access Area (CAA), the fuel building, as required by the IFSP. Some SNM was stored in the new fuel storage pit in the fuel building and some SNM was stored in the spent fuel pool in the fuel buildin Both*'storage areas are in the CA No violations or deviations were identifie . Access Controls The NRC inspector observed that all keys for locks are issued under the direction of the security chief. Furthermore, the NRC inspector examined the Key Issue / Turn In Log and Fuel Storage Keys Authorization Form to verify that only authorized individuals sign out a key at the primary accrss point in accordance with ection f he IFSP and Securit Procedure 205 Section 6. ~

Whenever persons requiring escort were allowed in the CAA, the licensee-was observed to have an authorized individual acting as an escort in accordance with Section 6.1 of the IFSP. The NRC inspector observed that the approved IFSP provided for a escort ratio of 20 escorted persons to each escort. This is a deviation from NRC promulgated guidelines but since the IFSP is approved by the NRC the licensee is in compliance with the IFS A stationary security officer at the entry to the fuel building was  !

Intransit Protection The NRC inspector examined the requirements of the fuel contract which clearly stated that Westinghouse Electric Corporation (WEC) was to provide intransit protection in accordance with 10 CFR 73.67(g)(v). compliance with 10 CFR 73.67(g)(3)(i), (ii), and (iii), which are adniinis-trative procedures. The inspector reviewed the telephone conversation

! records and facsimile records that the licensee had recorded immediately before, during, and after each intransit shipment.
