Areas Inspected: Routine, announced preoperational inspection of the applicant's physical security program. The areas inspected within the physical security program included protected area (PA) barriers, detection aids-PA, access control of personnel, and testing and maintenanc Results: Within the program areas inspected, no violations or deviations were identified. The NRC inspector identified several minor problems that require action prior to licensing. These areas are identified as open items in this report. The applicant appears to be making good progress in the implementation of the security program at CPSES. One area that the NRC inspector viewed with concern was the apparent slowness with which the applicant was removing the numerous vehicles, portable buildings, and other obstructions inside the protected area. Any delay in removing these obstructions may affect the applicant's August 3,1989, schedule for lockdown of the sit Inspection Conducted June 5-9,1989 (Report 50-446/89-41)
