Grand Gulf Nuclear Station Unit 1 Docket No. 50-416 License No. NPF-29 Special Report 87-005/0 Fire Detection System Inoperability AECM-87/0235-Grand Gulf Technical Specification 3.3.7.9 requires a Special Report to be submitted to the Commission whenever the number of operable fire.

detection instruments is less than the minimum requirement for more than 14 days. The plant is presently in a refueling outage'and modifications are being made to the fire detection system which will require certain fire detection instrumentation to be inoperable for more than 14 days.- These modifications were discussed in a letter to the Commission dated August 6, 1987.

System Energy Resources, Inc. (SERI) submitted a proposed amendment to the Grand Gulf Operating License in the letter dated August 6,1987, which included a change to add certain smoke / heat detectors and to relocate others, i The letter which submitted this proposal, AECM-87/0139, stated that these j modifications were to be made prior to and during the second refueling outage.

Fire detection instrumentation in the associated fire zones are expected to be inoperable for more than 14 days to support the installation and relocation work.

Instrumentation in the first group of the fire zones (zones, b6, 2-17, and 2-19) were removed from service on November 2, 1987 and restored on November 19, 1987. Appropriate fire watches were established es required by Technical Specification 3.3.7.9. All fire detection instrumentation that will be inoperable to support modification work will remain out of service, and. the-required firewatches will be maintained until the modifications and appropriate retesting are completed. The other fire zones scheduled to be removed from service during the outage to support the modification work include zones 1-4, 1-6, 1-15, 1-23, 2-2, 2-7, 2-8, and 2-18. The fire. detection instruments in these zones are expected to be restored prior to startup from the refueling outage.
