Dear Chairman Zech:

I write concerning1the issue of off-site emergency planning for the Seabrook Station, particularly as it relates to the six (6) In Massachusetts communities within the Emergency Planning Zone.

It is my understanding that the Public Service Company of New Hampshire will be re-submitting " perfected" emergency plans as requested by the N.R.C. prior to the Commission's final determination on the above mentioned rule change. The plans are being requested of the utility because Massachusetts Governor Michael S. Dukakis, after due deliberation, came to the conclusion that he could not in good conscience submit such a plan for the Massachusetts communities within the ten mile E.P.Z.

@8w I believe such a step is essential for a number of compelling g.w reasons, the foremost being:

- such action would be based on past precedence, i.e., the oro N.R.C. called upon F.E.M.A. for a review of the off-S0$ site emergency plans during the Shoreham controversy; policy

@@ - such action would be in the furtherance of N.R.C.

oxx which holds that the civilian uses of nuclear materials S$0 and facilities must be conducted in a manner consistent with the public health and safety; and

- such action would assure a nervous and skeptical populace that everything that can be done is being done to make certain that these unique and complex plans can be presumed adequate.

July 1, 1987 Page Two I firmly believe that input from F.E.M.A. would not only be welcomed by the people of Massachusetts as a sign that the N.R.C.

is truly concerned with protecting the public health and safety, but it would also serve as a true test of the adequacy of the P.S.N.H. evacuation plans.
