MEDICAL TEAM 1903.42 Q PAGE 1 of 6 ARKANSAS NUCLEAR ONE aEvis=N 10 = ATE 08/20f86 CHANGE DATE 1.0 PURPOSE The purpose of this procedure is to provide guidance on the responsibili-ties and duties of the Emergency Medical Team, Shift Medical Personnel and the ANO Nurse for emergency situations.

2.0 SCOPE This procedure is applicable to personnel emergency situations involving Unit One and/or Unit Two.

ARKANSAS NUCLEAR ONE aEvision to oara 08/20/86 CHANGE DATE 5.0 RESPONSIBILITIES 5.1 Emergency Medical Team Leader 5.1.1 Responsible for directing emergency medical response efforts upon arrival at the scene of an accident in accordance with procedure 1903.23, " Personnel Emergency".

5.1.2 Responsible for responding to Emergency Classes as de-scribed in this procedure.

A. Responsible for reporting the name numbers

B. Responsible for coordinating with the Shift Operations

, Supervisor and/or the Administrative Manager in the Technical Support Center. The Administrative Manager should be notified when the Emergency Medical Team is activated and advised that the team is assembled.

5.1.3 Responsible for the initial and continued accountability of team personnel.

5.2 Emergency Medical Alternate Team Leader 5.2.1 Responsible for assisting in coordinating emergency medical response efforts.

5.2.2 Responsible for assuming the responsibilities of the Emer-gency Medical Team Leader if the designated Team Leader is not available to respond.

5.3 Emergency Medical Team 5.3.1 Responsible for providing emergency first aid to injured persons per the directions of the Emergency Medical Team Leader.

5.3.2 Responsible for performing, in conjunction with the Emer-gency Radiation Team, decontamination and onsite rescue operations per the directions of the Emergency Medical Team Leader.

5.3.3 Responsible for responding to Emergency Classes as de-scribed in this procedure.

l NOTE: l l The first Emergency Medical Team member at the l l scene of a medical emergency shall assume the l l duties of the Emergency Medical Team Leader l l until relieved by the designated team leader l l or alternate. l 5.4 Shift Medical Personnel 5.4.1 Responsible for assuming the responsibilities of the Emer-gency Medical Team during non-routine work hours.

1 5.4.2 Responsible for responding to medical emergencies during routine work hours only when specifically requested to do (3 so.

5.5 ANO Nurse

  • 5.5.1 Responsible for responding to personnel emergencies in conjunction with the Emergency' Medical Team. During a per-sonnel emergency, the ANO Nurse will report to the Emergency Medical Team Leader.

5.5.2 Responsible for providing emergency first aid to injured persons.

6.0 NOTIFICATIONS 6.1 During routine work hours, the Emergency Medical Team personnel on.

site should be contacted via the plant paging system.

6.2 After routine work hours, the shift medical personnel may be contacted by the most e edient means available, (i.e. the plant paging system or ext. 'In the event that additional, support is needed by the shift medical personnel, the Emergency Medical Team may be con-tacted as follows:

CHANGE DATE l 6.2.1 Refer to the Emergency Telephone Directory.

6.2.2 Contact a Team Leader / Alternate Team Leader.

6.2.3 Provide the individual contacted with appropriate informa-tion and request them to ensure that contact is attempted with the remaining team personnel, as needed.

6.3 The following information should be provided to the notified Emergency Medical Team personnel as indicated:

6.3.1 If team personnel are to respond to a medical emergency that

. does not involve an Emergency Class, they should be provided with the location and type of the medical emergency,.as known.

. 6.3.2 If team personnel are to respond to an Emergency Class that may or may not involve a medical emergency, they should be provided the following information, as known:

1 A. Affected unit.

B. Emergency Class declared.

C. Immediate response required.

D. Other information, as the situation dictates.

7.0 MEDICAL RESPONSE INSTRUCTIONS 7.1 When directed, the Emergency Medical Team (or Shift Medical Personnel during non-routine working hours) and the ANO Nurse shall immediately respond to the. location of the injured individual (s) and administer appropriate first aid measures.

7.1.2 Emergency hand-held radios may be obtained from the Key V

Room (Turbine Bldg., Elevation 386') or the Main Guard Station upon request.

7.2 Record information concerning the victim (s) on Form 1903.23A, "Per-sonnel Injury". Utilize a separate form for each individual involved.

Ensure that this form accompanies the victim to any offsite medical facility.

7.3 The team leader shall provide the Shift Operations Sueprvisor with an initial assessment of the situation and periodic updates.

7.4 If an ambulance and/or physician is needed onsite, contact the Shift Operations Supervisor and request that the appropriate arrangements be made for offsite medical assistance.

, 7.5 Gather pertinent information from the personnel initially on the scene:

. 7.5.1 Victim's ntme and badge number 7.5.2 Victim's employer 7.5.3 Details of the accident.

7.6 Obtain the injured person's secirity badge. If radiation /contamina-(, tion is known or suspected, DO NOT remove their dosimater and TLD s cy until arrival and decontamination at the medical facility.

l NOTE: l l Medical attention and transport to an offsite l l medical facility takes precedence over decontam-l l ination measures for seriously injured indi- l l viduals. l 7.7 After the initial response, Emergency Medical Personnel should report as directed by the Shift operations Supervisor.

7.8 The Emergency Planning Coordinators should be notified to ensure that First Aid Equipment / Supplies are returned to the emergency kits and inventoried.

8.0 EMERGENCY CLASS RESPONSE GUIDELINES 81 Notification of Unusual Event No action is required by the Emergency Medical Team unless the Notification of Unusual Event is declared as a result of a medical

, emergency. In that case, refer to Section 7.0 of this procedure.

CHANGE 10 oATE DATE 08no/86 8.2 Alert The Emergency Medical Team shall be activated at the Alert emergency class. Personnel should report to the OSC (unless responding to an actual medical emergency). Shift Maintenance Medical personnel should continue with normal maintenance activities unless a notification of an actual medical emergency is received.

8.2.1 Notifications should be made in accordance with Section 6.0 of this procedure.

8.2.2 When onsite, the team leader should report to the Shift

, Operations Supervisor to obtain further instructions, as necessary.

, 8.3 Site Area Emergency / General Emergency l NOTE: l l The transition from an Alert to a Site Area / General Emer- l l gency activates the long-term Emergency Response Organi- l 1 zation. Upon arrival on-site and an appropriate turnover l l from the Shift Operations Supervisor, the Administrative {

l response personnel. l The Emergency Medical Team shall be activated at the Site Area or General Emergency Class. Personnel should report to the OSC (unless responding to an actual medical emergency). Shift Maintenance Medical personnel should continue with normal maintenance activities unless a notification of an actual medical emergency is received. The Team Leader shall expeditiously account for the team members and report the results to Security per Section 5.1.2. The Team Leader shall then notif the Administrative Manager in the Technical Support Center (Ext. ' And advise him that the team is assembled. The team shall then avait further instructions.
