Eyerywhere thet OES existed will be chanced to DEM. Attachment 7 & 8 contains instructions for obtainina the amount of failed fuel usina the containment hiah rance monitors. Paae 2 fo 4 and 3 of 4 of these attachments are araohs of the moritor responses to levels of core damaae. The monitor numbers have been added to the title of these oaaes.

Question 1 The Unit 1 and Unit 2 Oosratina License do address some of the items listed aP>ove but not to the detail that the chanaes have been made. Therefore. this chance will not reauire a chano'., to the Unit 1 or Unit 2 Ooeratina License.

Revision 013-00-0 to Procedure 1903.034 The Emergency Planning staff has reviewed the proposed revision to procedure 1903.034, " Emergency Operations Facility Evacuation" The review included an evaluation of the revision in accordance with the requirements of 10CFR50.54(q).

Emergency Planning has determined that the revision does not decrease the effectiveness of the Emergency Plan and the Plan continues to meet the standards of 10CFR50.47(b) and the requirements of10CFR50, Appendix E.

Below is a brief description of the change and its justification:

Change:

The Arkansas Office ofEmergency Services (OES)is changing its name to the Department of Emergency Management (DEM). The change will cause a revision to the following sections of the Emergency Plan:

Defmitions, Abbreviations, Introduction (2.2), A1.0,' A2.1, A2.1.1, A2.1.2a, b, A2.2, A2.2.2, A2.3.1, Figure B-8, C3.0, C5.0f, El.3, El.4, F2.3, Table F-1, Figure F-1, Hl.6, H2.0, H2.2, J2.3, 03.1.3, Letters of Agreement.

Justification: The revisions to the Emergency Plan represent a name change only from the Office ofEmergency Services (OES) to the Department of Emergency Management (DEM). None of the responsibilities or emergency duties associated with this state agency will change as a result of this name change. Since the revision represents a name change only, the revision does not decrease the effectiveness of the Emergency Plan.

This procedure establishes required emergency response actions for each of the four Emergency Classes. The required actions described in this procedure are for purposes of notification to offsite authorities and activation / response of appropriate portions of ANO's Emergency Response Organization.

2.0 SCOPE This procedure is applicable to Units 1 and 2 in all modes: It does not include specific plant casualty procedures or systems operations requirements, but rather provides administrative processes only.

This procedure describes actions for events which meet the criteria for Emergency Classes and Courtesy Calls.

4.6 General Emergency - Events are in progress or have occurred which involve actual or imminent substantial core degradation or melting with the potential for loss of containment integrity. Releases can be reasonably expected to exceed EPA Protective Action Guideline exposure l levels off site for more than the immediate site area.

4.7 Emergency Planning Zone (EPZ) - The EPZ considered by this procedure is the of radius inhalation ANO. zone - that area within approximately a 10 mile 4.8 Onsite - The area within the Exclusion Area Boundary, 4.9 Offsite - Those areas not covered by Section 4.8. i

4.10 Initial Response Staff (IRS) - The emergency organization primarily composed of plant personnel which must be able to augment the onsite plant personnel in accordance with Table B-1 of the Emergency Plan.

4.11 Emergency Response Organization (ERO) - The organization which is composed of the Initial Response Staff (IRS), the EOF staff, the TSO staff, the OSC staff, and the Emergency Team members. It has the capability to provide manpower and other resources necessary for immediate and long-term response to an emergency situation.

4.14 Emergency Operations Facility (EOF) - A near-site emergency response facility located approximately 0.65 miles northeast of the reactor buildings (the ANO Training Center).

4.15 Emergency response which Direction must and Control - Overall direction of facility include the non-delegable responsibilities for the decision to notify and to recommend protective actions to Arkansas Department of Health personnel and other authorities responsible for offsite emergency measures. With activation of the EOF, the EOF Director typically 1ssumes and Control. The management the responsibility for Emergency Direction of on-site facility activities to mitigate accident consequences remains with the TSC Director in the Technical Support Center. The Snift Superintendent retains responsibility for the Control Room and plant systems operation.

4.16 Emergency Response Data System (ERDS) - A channel over which the raw reactor parametric data, i.e.,

SPDS information, is transmitted from the site to the NRC Operations Center (NRCOC). This system is activated from the RDACS terminal located in either Control Room or in the Technical Support Center and should be activated within one hour of an ALERT or higher emergency class declaration.

1. Dial 3683 from any touch-tone phone. While the system is speaking the " Hello" segment, enter 0002 followed by the pound sign (#).
2. You will hear, " Enter your scenario number followed by the pound sign."
3. Enter the scenario number (100 for Unit 1 or 200 for Unit 2) followed by the pound sign (#).
4. You will hear, "You entered (scenario number). Is that correct? Press 9 for YES or 6 for NO.*
5. Press 9 for YES or 6 for NO. If you press 9 the system will continue scenario activation. If you press 6 the system will repeat the prompt for the scenario number.
