SUBJECT:
DIABLO CANYON 2 LICENSE PACKAGE We have reviewed the Diablo Canyon 2 license package and recommend the following changes be made to the license.
1.
The fire protection condition should be modified as shown in Enclosure 1.
2.
A license condition on vent and purge valve operability should be added to say: Containment Isolation Dependability (Section II.E.4.2) PG&E shall limit the 12-inch vacuum / overpressure relief valve opening to less l
than or equal to 50 degrees.
i There are two SER inputs on safety and relief valve testing (II.D.1), and environmental qualification of equipment that will be provided to DL by April 12, 1985.
The scope of pressure isolation valve testing to be included in the Diablo Canyor Unit 2 technical specifications (TS) needs to be resolved.
We are working with the TS group and PG&E toward consistency of PIV testing with_ Unit 1.
Because of recent communications from the ED0's office on this issue, NRR Office level guidance could affect the final scope of PIV testing in the TS.
This memorandum reflects all the input outstanding that we are aware of that 1
needs to be completed before issuance of the Diablo Canyon 2 low power license.

Fire Protection (SSER 31, Section

a.
PG&E shall maintain in effect all provisions of the approved fire protection program as discussed in its Final Safety Analysis Report, in PG&E's December 6,1984 Appendix R Report, and in the NRC staff's Fire Protection Evaluation in Supplements 8, 9,13, 23, 27 and 31, u-4now4*-e, to the Diablo Canyon Safety Evaluation Report, subject to provisions b and c below.
b.
PG&E shall make no change to features of the approved fire protection program which would decrease the level of fire protection in the plant without prior approval of the Commission. To make such a change, PG&E must submit an application for license amendment pursuant to 10 CFR 50.90.
c.
PG&E may make chances to features of the approved fire protection program which do not decrease the level of fire protection without prior Commission approval provided:
(1) such changes do not otherwise involve a chance in a license condition or technical specification or result in an urreviewed safety question (see 10 CFR 50.59);
and (2) such changes do not result in failure to carry out the fire protection program approved by the Commission prior to license issuance.
PG&E shall maintain, in an auditable form, a current record of all such changes including an analysis of the effects of the chance on the fire protection program and shall make such records available to NRC inpectors upon request. All chances to the approved program made without prior Commission approval shall be reported annually to the Director of the Office of Nuclear Reactor Regulation, together with supporting analyses.

SUBJECT:
DIABLO CANYON UNIT 2 LICENSE APPENDIX B ENVIRONMENTAL PROTECTION PLAN Appendix B to the Diablo Canyon Nuclear Generating Station License was developed with the expectation that it would cover both units. We reviewed it in November 1984, in conjunction with full power licensing of Unit 1, and found it to be adequate and appropriate for issuance.
On April 9, 1985, we reviewed Appendix B as actJally issued with the Unit 1 full term license and have confirmed that it is appropriate for issuance for Unit 2.
