HUMAN FACTORS ENGINEERING BRANCH CONTROL ROOM DESIGN REVIEW SAFETY EVALUATION REPORT, SUPPLEMENT NO. 31 DIABLO CANYCN NUCLEAR POWER PLANT, UNIT 2 Item I.D.1, " Control Room Design Reviews," of the N'uclear Regulatory Commission Action Plan developed as a result of the TMI-2 accident (NUREG-0660), states that operating licensees and applicants for operating licenses will be required to perform a Detailed Control Room Design Review (DCRDR) to identify and correct design deficiencies. The objective, as stated in NUREG-0660, is to improve the ability of nuclear power plant control room operators to prevent or cope with accidents if they occur by improving the informa' ion provided to them. Supplement 1 to NUREG-0737, t

dated December 17, 1982, confirmed and clarified the DCRDR requirement in NUREG-0660. As a result of Supplement 1 to NUREG-0737, each appifcant or licensee is required to conduct their DCRDR on a schedule negotiated with NRC.

Those applicants for operating licenses who were unable to complete the DCRDR prior to issuance of a license were required to make a preliminary design assessment (PDA) of their control rooms to identify human engineering deficiencies and establish a schedule, approved by the NRC, for correcting deficiencies. These applicants are required to complete the DCRDR on the same schedule as licensees with operating plants.

Diablo Canyon was requ red to perform a PDA of its Unit 1 control room prior 3

. 4 February 8,1985, the licensee committed to implementing, prior to licensing, the same corrective actions for Unit 2 as were implemented at Unit 1.

It is the staff's conclusion that the satisfactory implementation of the control room improvements required for licensing will minimize the potential for operator error leading to serious consequences as a result of human factors considerations in the Diablo Canyon Unit 2 control room. The NRC staff may audit the implementation of corrective actions.

The applicant must comply with the requirements of Supplement 1 to NUREG-0737.

for the conduct of a DCRDR. The licensee submitted the DCRDR Program Plan in August 1982 and has submitted the DCRDR Summary Report by letter dated December 28, 1984. The staff's evaluation of the DCRDR for Diablo Canyon Units 1 and 2 will be provided in a subsequent SSER.
