SUBJECT:

DIABLO CANYON UNIT 2 - SAFETY EVALUATION SUPPLEMENT ON THE INSERVICE INSPECTION PROGRAM l

In a letter dated February 22, 1985, the Pacific Gas and Electric (PG&E)

Company submitted the Inservice Inspection (ISI) Program Plan for the first ten year inspection interval for Diablo Canyon Unit 2.

This document was entered into the regulatory information distribution system on March 18, 1985.

The staff has initiated the review of ISI Program with the technical assist-4 ance of DOE contractors from INEL.

The completion of the review of the Inservice Inspection Program is not required for full power licensing.

Inservice inspections are not normally performed before the first refueling outage and the majority of licensees have not submitted their initial ISI Program until after issuance of the full power license.

The ISI Program submitted by PG&E is not consistent i

with the requirements of 10 CFR 50.55a(g)(4). The staff will determine the appropriate Edition of Section XI of the ASME Code as part of the review. An exemption may be required as the staff's original approval provided in 1981 (Attachment 1) may no longer be valid because of the delay in issuing operating license while the applicable edition.of the Code has been changed. A safety evaluation report supplement is enclosed as Attachment 2.
