SUBJECT:

DIABLO CANYON NUCLEAR POWER PLANT UNIT 2 SAFETY EVALUATION REPORT, SUPPLEMENT 31, SECTION 4.12, CONTROL ROOM DESIGN REVIEW Enclosed is an SER Supplement which closes out TMI Task Action Plan Item I.D.1, Control Room Design, as it relates to licensing Diablo Canyon Unit 2.

The staff's evaluation is based on its control room review conducted for Diablo Canyon Unit 1.

Post-licensing requirements for human factors engineering evaluation of the control room are contained in Supplement 1 to NUREG-0737. The requirement for a detailed control room design review in accordance with Supplement I to NUREG-0737 should be made a condition of the operating license. We propose the following:

Detailed Control Room Design Review The licensee shall comply with the requirements of Supplement I to NUREG-0737 for the conduct of a Detailed Control Room Design Review (DCRDR).
