SUBJECT:
DIABLO CANYON OPERATIONAL EXPERIENCE An issue of particular concern to the Comission related to the licensing of Diablo Canyon Unit 1, concerned the qualifications and experience of the operating staff.
Unit I recently reached 100% power in their startup test program.
In view of the upcoming decision for a Unit 2 low-power license, and the possible need for constraints which would avoid simultaneous transient conditions on both units, it would be useful to review the Diablo Canyon operating experience thus far.
Consequently, I request that you review the Unit 1 startup experience (Licensee Event Reports), as compared to an " average" plant, and the most recent SALP results, and prepare an evaluation of the licensee's readiness to assume two-unit operation.
Should you have any questions concerning this matter, please do not hesitate to contact me.
I request that your evaluation be completed by April 8,1985; the evaluation should be submitted directly to T. Novak.
