SUBJECT:

PROPOSED REVIEW PLAN FOR PG&E LONG TERM SEISMIC PROGRAM As required by the seismic license condition in the Diablo Canyon Unit 1 Full Power License DPR-80, PG&E, by letter dated January 30, 1985, submitted their program plan (Long Term Seismic Program) for the seismic reevaluation for NRC staff approval before proceeding with their program.

As the requirements of this seismic license condition include studies that involve the technical expertise in several disciplines, it is recommended that a Division of Engineering review group be formed to review the Diablo Canyon program plan, interact with PG&E during the 3 year execution and implementation of the program, and review the final report upon the completion of the program. The success of the program will depend, in part, on NRC's parallel program and staff's interaction with PG&E during the course of the program.

The review group for the Long Term Seismic Program most likely will require participation from the Division of Engineering, and its consultants. Assistance from other Divisions may be required for the review of some elements of the license condition. Some members will be needed continuously, and would form the core of the review group. Other members may only be needed occasionally, or depending on the results of tectonics and seismology inputs, not be needed at all. Appendix A shows a suggested make up of the review group with major review responsibilities indicated.

MAR 20 W With regard to schedule, it is suggested that we interact with PG&E to help them develop a program plan which the staff can approve for the three year program as soon as possible with a target date July 31, 1985. The final report on the results of the program would then be submitted by PG&E on or before July 31, 1988. A suggested schedule for review of PG&E progrca plan is included as Appendix B.
