/ ; l Recently, I reviewed Pacific Gas and Electric Company,'.s responses to Generic Letter 83-28 for the purpose of issuing a license condition for Diablo Canyon Unit 2.. Many of the findings for Unit 2 also apply to Unit 1.

Even though Unit I already has a full power license, in order to ensure timely implemen-;f

)

tation of Generic Letter 83-28 and consistency with Unit 2, the licensee should address the following for Unit 1:

1.

Item 1.1 requests specific details concerning a post-trip review program. The licensee's February 1,1984 response only references a procedure. The licensee needs to provide a description of their pro 7ran in response to Items 1.1.1, 1.1.2, 1.1.3, 1.1.4, 1.1.5, 1.1.6; and also provide a copy of the procedures in response to Item 1.1.7.

Sir.cc the staff considers Item 1.1 to be one of the higher priority items in Generic Letter 83-28, which was issued in July 1983, 4

the description and procedures should be provided within 90 days.

Item 2.1 requests confirmation that all coinponents whose function is required to trip the reactor are identified as safety-related.

Item 2.1 also requests a sumary report describing the vendor interface program for the reactor trip system components. The licensee's November 7,1983 response comits to completing the program by June 1985, and it comits to submitting a report detailing the required information by August 1985. The staff considers Item 2.1 to be one of the higher priority items in Generic Letter 83-28, which was issued in July 1983. Therefore, the licensee should submit a description of their program and implement it within 90 days.

Item 2.2.1 requests a description of the equipment classification program for all safety-related components. The licensee's November 7,1983 response comits to completing this program by September, 1984, but the letter does not specify a submittal date.

The licensee should submit a description of their program prior to startup from the first refueling outage.

4 Items 4.2.1 and 4.2.2 (higher priority items in Generic Letter 83-28) request specific details regarding the applicant's preventative main-tenance, surveillance, and trending of parameters program for reactor trip breakers. The licensee's November 7, 1983 response references a procedure for periodic maintenance and a completion date of December, 1983 for a parameter trending program, without any further detail. The licensee should provide details (what is lubricated, what is inspected, how often, what parameters are trended, with what frequency, etc.)

For Item 4.5.1, the licensee needs to state that on-line functional I

f testing of the reactor trip system, including independent testing of the undervoltage and shunt trip features, is being performed. The licensee's November 7, 1983 response commits to submitting a state-ment by July, 1984 regarding completion of this item. The licensee submitted a followup response to this item on June 27, 1984. However, the followup response addresses functional testing of the undervoltage and shunt trip features, not the on-line functional testing as indicated in the licensee's November 7, 1983 response. The licensee should l

c submit a statement confirming on-line functional testing for Item l

l 4.5.1 prior to startup from the first refueling outage.

DIABLO CANYON ALLEGATION REVIEW.

On Thursday, January 10, 1985, an allegation review panel comprised of Messrs. Chaffee, A. Johnson, Dodds, and Crowley met to review a number of open allegations, for which Region V has closeout responsibility.

A.

The following allegations, identified by Diablo Canyon Allegation File (DCAF) system number have been determined to be closed:

The Board found the following numbered statements, assertions, and/or expressions of opinion to be so generalized, unsubstantiated, and lacking in reasonableness, competency, or materiality as to not indicate a substantial or credible problem in connection with NRC licensed activities. Accordingly, the Board did not consider them

" allegations" warranting further Agency attention.

The Board found the following numbered statements, complaints, or concerns to be " allegations," but, that they were either substantially duplicative of earlier resolved allegations, or they were rebuttals which presented no significant new facts:

Based on the closing report (#QS-84-003) supplied by the Office of Investigations in a memo from Owen Shackleton to John Martin dated June 15, 1984, Allegation No. 0202 is closed and requires no further action.
