OPERATOR STAFFING AND EXPERIENCE AT NTOLs Per your verbal request, the Licensee Qualifications Branch has done a quick review of the operator staffing and ex for licensing action in 1985 (Table 1)perience levels at 10 plants scheduled The review was based primarily on operating-shift experience tables submitted by the applicants in 1984.
We are comfortable with current or projected operator staffing levels at all 10 plants. We are comfortable with operator experience levels at four of the plants, we are comfortable with the use of Shift Advisors at three of the plants, and we have the following concerns about the remaining three plants:
Perry-1 go Although the applicant connits to Generic Letter 84-16 in the FSA'R, the experience tables submitted in March 1984 show only two SR0s with the required experience.
River Bend-1 ffy The applicant expects to be able to meet the hot participation experience requirements of Generic Letter 84-16 on four of six shifts i
after the SRO exams scheduled for January - February 1985. They expect to be able to meet the requirements on six shifts after the SRO exams scheduled for June 1985.
If the plant is licensed before June, they plan to start up with four shifts and go to six shifts as soon as possible after the June exams. We would like to know more about the applicant's plans for four-shift operation.
M111 stone-3 4 4 Four on-shift SR0s meet Generic Letter 84-16; however, the applicant appears to be taking credit for other SR0s with only nuclear navy or BWR experience, which does not conform with the Generic Letter. They plan to operate with six shifts.

In most cases, these tables are over nine months old.
