SUBJECT:

CONFIRMATORY REVIEW 0F DIABLO CANYON, UNIT NO. 2, TECHNICAL SPECIFICATIONS PLANT NAME: Diablo Canyon Nuclear Power Plant, Unit 2 LICENSING STAGE: 0L DOCKET NUMBER: 50-323 RESPONSIBLE BRANCH: LBf3; H. Schierling, PM REVIEW STATUS: Continuing We have reviewed the appropriate portions of the updated technical specifications package enclosed with your December 17, 1984 memorandum requesting our review. As a result of this review, we are able to confirm that the technical specifications are acceptable, with only the following exception. We have enclosed the necessary changes that we have,

identified in the fann of a mark-up of the technical specification.

The mark-up changes are based on a Diablo Canyon, Unit 2, design which utilizes only one hydrogen monitor in the gaseous radwaste system.

If the design utilizes two hydrogen monitors, the technical specifications should be changed to comport with the model radiological effluent technical specifications given in NUREG-0472, which is based on the use of two hydrogen monitors.

The reviewer who is cognizant of the hydrogen monitoring technical specifications is Charles R. Nichols (x27634) of the Meteorology and Effluent Treatment Branch.

1.

Instrument indicates measured levels above the alarm / trip setpoint i

(isolation and alarm).

2.

Relay control circuit failure (isolation).

Instrument indicates a downscale failure.

4.

Instrument controls not set in operate mode.

i (3) The initial CHANNEL CALIBRATION shall be performed using one or more of the reference standards certified by the National Bureau of Standards or 4
