DEC 211984 Docket No. 50-323 t

MEMORANDUM FOR:

{

FROM:

L. S. Rubenstein, Assistant Director for Core and Plant

)

Systems, Division of Systems Integration

SUBJECT:

CONTROL OF HEAVY LOADS, NUREG-0612, PHASE I, DIABLO CANYON

~~

UNIT 2 - AUXILIARY SYSTEMS BRANCH This memorandum is in response to a request from the Diablo Canyon PM that the Auxiliary Systems Branch (ASB) answer the question as to the applica-bility of the Unit 1 SER for control of heavy loads (NUREG-0612, Phase I) to Unit 2.

1 Pacific Gas and Electric (PG&E) provided separate responses to NUREG-0612, Control of Heavy Loads - the Unit I response was dated September 24, 1981 and that for Unit 2 was dated July 29, 1983. ASB submitted the Unit 1 SER to DL by memorandum dated July 16, 1984.

'/

ASB has completed a review of the July 29, 1983 Unit 2 submittal and an additional submittal dated December 5, 1984. Based on a review of these two submittals and a comparison with the Unit 1 submittals, ASB has deter-l mined that the information for both units is identical. Therefore, we conclude that the Unit 1 SER regarding NUREG-0612, Phase I submitted to DL by memorandum dated July 16, 1984 is equally applicable to Unit 2.

A separate SER for Unit 2 will not be submitted.

Regarding NUREG-0612, Phase II for Units 1 and 2, in accordance with the memorandum from L. Rubenstein to T. Novak dated November 2,1964, no license condition is needed for Phase II, and no further action is required in regard to heavy loads.
