9 0 THE SEABROOK YEARS The Seabrook years, beginning a decade and a half ago, have been years of change for the Country and especially for New Hampshire, in that time the State's population has swelled from 782,000 to over one million. The number of New Hampshire businesses has grown from 39,763 to 54,532.

The budget for the State expanded from $287,295,956 in 1972 to

$1,002,020,263 in 1985. Changes have occurred in our lifestyles with over 55 percent of the homes now using wood fires for some or all of their heating compared to one percent in 1972. The price of fuel oil climbed from 20.4 cents per gallon to 112.7 cents per gallon in 1985. Young people who were in first grade wher' 'he Seabrook Project was announced are now in bus 1ess.

Several writers have pointed out that the history of New Hampshire during this time would not be complete,in fact, could not be told without a description of the Seabrook Project and the forces surrounding it. This '

booklet is a portion of the compendium of information describing the major decisions and processes that have guided and shaped the Project and ai the same time affected the citizens of New Hampshire. Literally rooms full of forms, reports, invoices and letters have been generated to document the building of the station. The detailis enormous. The authors of this chronology have tried to highlight the events of the Seabrook years so the reader may recapture the stresses and accomplishments of this period as a basis for further inquiry.

How can an author describe a project whose name, when mentioned, is all that is required to polarize an audience? How do you bring reality to a construction program which has given employment to 40,000 individuals, and which will produce 260,000,000,000 kilowatt hours in the next 40 years from its first unit alone.

Seabrook Station can be described in excrutlating detail, down to every cubic yard of concrete, foot of pipe or fuel pellet. There are other more personal descriptions; pictures of employees working against time and

, the elements on steel 200 feet in the air or tunneling 200 feet below the

) ocean's surface; and pictures, too, of equally dedicated opponents in court rooms and in protest demonstrations.

1 0 Seabrook Statien has consum:d our encrgies as w:ll as our media attention. it has sapped the resources of the State's largest utliity and will affect consumers' electric bills for years to come. From all the effort and grief have emerged a more conscious citizenry, a stronger utility and an efficient, reliable and safe energy facility to serve the State for decades to come. These will be the good Seabrook years.

Seven elections for state officers and four presidential elections have been held since Public Service of New Hampshire announced the Seabrook Project. Threo presidents, four governors and seven congresses and legislatures have influenced energy policies during the period. The New Hampshire legislatt.re, under mandate from the voters, determined j

much of the fate of the Saabrook Project when it decided not to "pay as we go" by passage of an Anti CWIP law. The Nuclear Regulatory Commission which ovolved from the Atomic Energy Commission has grown from 800 employees in 1972 to 3,600 in 1984. The EPA, a fledgling agency in 1972, has grown to an influencial policy and enforcement organization of 12,700 employees.

The consumer price index was 126.2 in 1972 and now stands at 324.5; a 157 percent increase. The cost of a home mortgage climbed from 7 percent in 1972, to 17 percent in 1983.

During the last decade and a half the Vietnam conflict and protests against it ended. Pressure on the White Mountain National Forest increased so much that permits are required to camp in parte of it. Acid precipitation has captured the attention of politicians, regulators and industry. An oil crisis in the early seventies became an energy crisis.

Today oil imports are reduced by greater use of coal and nuclear energy in New England. For tomorrow, imported energy, this time from Canada,is hailed by many government and utility officials as the solution to our future energy needs.

It is within this framework that the first Unit at Seabrook Station has completed its final testing prior to loading nuclear fuel Whether Seabrook Station was conceived at the wrong time or planned for the wrong place can be debated for a long time, it did come, it was built, it will perform well.

This is the story of the first Seabrook years.

THE SEABROOK YEARS The Jeabrook years, beginning a decade and a half ago, have been years of change for the Country and especially for New Hampshire, in that time the State's population has swelled from 782,000 to over one million. The number of New Hampshire businesses has grown from 39,763 to 54,532.

The budget for the State expanded from $287,295,956 in 1972 to

$1,002,020,263 in 1985. Changes have occurred in our lifestyles with over 55 percent of the homes now using wood fires for some or all of their heating compared to one percent in 1972. The price of fuel oil climbed from 20.4 cents per gallon to 112.7 cents per gallon in 1985. Young people who were in first grade wher 'he Seabrook Project was announced are now in business.

Several writers have pointed out that the history of New Hampsh;re during this time would not be complete,in fact, could not be told without a description of the Seabrook Project and the forces surrounding it. This

  • booklet is a portion of the compendium of information describing the major decisions and processes that have guided and shaped the Project and at the same time affected the citizens of New Hampshire. Literally rooms full of forms, reports, invoices and letters have been generated to document the bullaing of the station. The detailis enormous. The authors of this chronology have tried to highlight the events of the Seabrook years so the reader may recapture the stresses and accomplishments of this period as a basis for further inquiry.

How can an author describe a project whose name, when mentioned, is all that is required to polarize an audience? How do you bring reality to a construction program which has given employment to 40,000 individuals, and which will produce 260,000,000,000 kilowatt hours in the next 40 years from its first unit alone.

Seabrook Station can be described in excrutiating detall, down to every cubic yard of concrete, foot of pipe or fuel pellet. There are other more personal descriptions: pictures of employees working against time and the elements on steel 200 feet in tha air or tunneling 200 feet below the ocean's surface; and pictures, too, of equally dedicated opponents in court rooms and in protest demonstrations.

From all the effort and grief have emerged a more conscious citizenry, a stronger utility and an efficient, reliable ar" Safe energy facility to serve the State for decades to come. These will be the good Seabrook years.

Seven elections for state officers and four presidential elections have been held since Public Service of New Hampshire announced the Seabrook Project. Three presidents, four governors and seven congresses and legislatures have influenced energy policies during the period. The New Hampshire legislature, under mandate from the voters, determined much of the fate of the Seabrook Project when it decided not to "pay as we go" by passage of an Anti CWIP law. The Nuclear Regulatory Commission which evolved from the Atomic Energy Commission has grown from 800 employees in 1972 to 3,600 in 1984. The EPA, a fledgling agency in 1972, has grown to an influencial policy and enforcement organization of 12,700 employees.

The consumer price index was 126.2 in 1972 and now stands at 324.5: a 157 percent increase. The cost of a home mortgage climbed from 7 percent in 1972, to 17 percent in 1983.

During the last decade and a half the Vietnam conflict and protests against it ended. Pressure on the White Mountain National Forest increased so much that permits are required to camp in parts of it. Acid precipitation has captured the attention of politicians, regulators and industry. An oil crisis in the early seventies became an energy crisis.

Today oil imports are reduced by greater use of coal and nuclear energy in New England. For tomorrow, imported energy, this time from Canada, is hailed by many government and utility officials as the solution to our future energy needs.

It is within this framework that the first Unit at Seabrook Station has completed its final testing prior to loading nuclear fuel. Whether Seabrook Station was conceived at the wrong time or planned for the wrong place can be debated for a long time. It did come. It was built. It will perform well.

This is the story of the first Seabrook years.

THE SEABROOK YEARS The Seabrook years, beginning a decade and a half ago, have been years of change for the Country and especially for New Hampshire, in that time the State's population has swelled from 782,000 to over one million. The number of New Hamrwhlre businesses has grown from 39,763 to 54,532.

The budget for the State expanded from S287,295,956 in 1972 to

$1,002,020,263 in 1985. Changes have occurred in our lifestyles with over 55 percent of the homes now using wood fires for some or all of their heating compared to one percent in 1972. The price of fuel oil climbed from 20.4 cents per gallon to 112.7 cents per gallon in 1985. Young people who were in first grade wher' 'he Seabrook Project was announced are now in business.

Several writers have pointed out that the history of New Hampshire during this time would not be complete,in fact, could not be told without a description of the Seabrook Project and the forces surroundinil it. This '

booklet is a portion of the compendium of information describing the major decisions and processes that have guided and shaped the Project and at the same time affected the citizens of New Hampshire. Literally rooms fuli of forms, reports, invoices and letters have been generated to document the building of the station. The detailis enormous. The authors of this chronology have tried to highlight the events of the Seabrook years so the reader may recapture the stresses and accomplishments of this period as a basis for further inquiry.

How can an author describe a project whose name, when mentioned, is all that is required to polarire an audience? How do you bring reality to a construction program which has given employment to 40,000 individuals, and which will produce 360,000,000,000 kilow:tt hours in the next 40 years from its first unit alone.

l Seabrook Station can be described in excrutlating detall, down to every cubic yard of concrete, foot of pipe or fuel pellet. There are other more personal descriptions: pictures of employees working against time and the elements on steel 200 feet in the air or tunneling 200 feet below the ocean's surface; and pictures, too, of equally dedicated opponents in court rooms and in protest demonstrations.

Seabrook Staticn has consumed our encrgies as w ll as cur media '

attention. It has sapped the resources of the State's largest utility and will affect consumers' electric bills for years to come. From all the effort and grief have emerged a more conscious citizenry, a stronger utility and an  :

efficient, reliable and safe energy facility to serve the State for decades to come. These will be the good Seabrook years.

Seven elections for state officers and four presidential elections have l been held since Public Service of New Hampshire announced the Seabrook Project. Tnlee presidents, four governors and seven congresses and legislatures have influenced energy policies during the period. The  !

New Hampshire legislature, under mandate from the voters, determined  ;

much of the fate of the Seabrook Project when it decided not to "pay as ,

we go" by passage of an Anti CWIP law. The Nuclear Regulatory Commission which evolved from the Atomic Energy Commission has grown from 800 employees in 1972 to 3,600 in 1984. The EPA, a fledgling agency in 1972, has grown to an influencial policy and enforcement organization of 12,700 employees.

The consumer price index was 126.2 in 1972 and now stands at 324.5; a 157 percent increase. The cost of a home mortgage climbed from 7 i percent in 1972, to 17 percent in 1983.

l During the last decade and c half the Vietnam conflict and protests against it ended. Pressure on the White Mountain National Forest increased so much that permits are required to camp in parts of it. Acid precipitation has captured the attention of politicians, regulators and industry. An oil crisis in the early seventies became an energy crisis.  ;

Toc'ay oil imports are reduced by greater use of coal and nuclear energy in New England. For tomorrow, imported energy, this time from Canada,is l hailed by many government and utility officials as the solution to our l future energy needs. '

It is witnin this framework that the first Unit at Seabrook Station has l completed its final testing prior to loading nuclear fuel. Whether Seabrook l Station was conceived at the wrong tirne or planned for the wrong place t can be debated for a long time. It did come. It was built, it will perform well.

This is the story of the rat Seabrook years.
