January -? June'1993 North Atlantic. Energy Service Corporatio'n Pagt 03 EROGRAM EFFECTIVENESS North Atlantic Energy Service Corporation has been involved in the systematic collection and analysis of objective'FFD data-since the inception of the current regulations.
The information collected for this period is presented in the graphic analysis l
beginning after the management summary in this report.
7 During this period an internal audit of the NAESCO FFD program was conducted by the Nuclear Safety Assessment Group.
They found the program to be effectively maintained and implemented.
l During the first half of 1993 the positive test rate was 0.68%.
f This figure is comparable to that of the non-outage positive test rate for the previous period and to industry averages.
i All six of the positive tests this period were for alcohol.
The

number of alcohol positive tests represents an increase'from our three year average.
At the same time we experienced a marked decrease in positive tests for drugs.
There are insufficient data to determine if these variances represent significant trends or simply anomalies.
On April 26, 1993, we reduced the initial test cut off level for
?
marijuana from 100 ng/ml to 50 ng/ml.
The data collected since j
this chance are too limited to allow any definitive evaluation of i
its effectiveness.
However, contrary to expectations based on I
other utilities using lower cut off levels (NUREG 5755), to.date we have not experienced any increase in the positive. test rate for marijuana, a

There were no drug or alcohol related accidents or incidents during this period which had the possibility of affecting public j

All available evidence indicates that the continued support of management and employees has provided the basis for the FFD i
program's effectiveness in achieving a workplace free from the
~j effects of drugs and alcohol.

Reduced'the marijuana cut-off level from 100 ngfal to 50 ng/ml, effective April 26, 1993.
2.
Initiated daily review of computer report listing badged individuals who are ineligible for randon test selection, e.g. NRC personnel.
3.
Revised North Atlantic's FFD Procedures to reflect lower cut-off level for marijuana and to clarify the process for exempting personnel from NAESCO's FFD: program.
4.
Increased frequency of psychological evaluations and background investigations of Medical Review Officer to every.
three years as is currently required for FFD collection personnel.
5.
Provided training to clarify NAESCO procedure for extrapolat'ng blood alcohol concentration (BAC)' levels in determining positive alcohol tests.
6.
Evaluated alternative evidential grade breath' alcohol 4
. analysis devices, and methods of measuring urine temperature, for future ~ replacement.of current equipment.
7.
Modified coat racks in screening' facility to further increase distance between personal' belongings and breath collection area.

- Individual was placed on a follow-up testing program for three (3) years upon return to work.

To ensure laboratory quality control, North Atlantic Energy service Corporation contracted with Duo Research Inc.,
i Stevensville, MD, to provide blind performance test specimens
'I that'were submitted to-the contracted HHS-certified laboratory, SmithKline Beecham Clinical Laboratories, Norristown, PA, in accordance-with the NRC' Guidelines (10 CFR 26, Appendix A).
j Approximately 80 percent of these blind performance test specimens were blank (i.e. certified to contain no drug) and the l
remaining samples.were positive for one or more drugs per sample in a distribution such that all the drugs to be tested were included in approximately equal frequencies of challenge.

During the first six months of 1993, North Atlantic Energy
- j Service Corporation submitted 102 blind performance test
-l specimens to SmithKline Beecham Clinical Laboratories with the following results:
