July - December 1996 North Atlantic Energy Service Corporation Page 03 PROGRAM EFFECTIVENESS The data compiled during this reporting period is presented in the graphic analysis beginning after the management summary in this report.

An internal audit of the North Atlantic Energy Service Corporation FFD program was conducted in September by the Nuclear Safety Assessment Group. They found the collection site was

" effectively implemented" and noted personnel to be " knowledgeable, professional and dedicated." They also noted that the FFD Office Instructions were "well written and comprehensive." There were no observations or findings.

During the second half of 1996 there were 531 tests conducted, resuhing in four positive tests.

All four tests involved contractors, three being marijuana / pre-access and one being alcohol /for cause. The positive test rate was 0.75%.

There were no reportable drug or alcohol related accidents or incidents during this six month period which had the possibility of affecting public health or safety.

All available evidence indicates that the continued support of NAESCO management. and i employees has provided the basis for the FFD pmgram's effective implementation and continued  ;

advancement toward the goal of achieving a workplace free of drugs and alcohol and the effects t of such substances.

2. Revised North Atlantic Specimen Collection Protocol for Drug and Alcohol Screening to l accommodate split specimen collection in addition to single specimen collection.  !

3. Ordered necessary supplies to meet drug and alcohol screening demands for the upcoming  :

refueling outage.
