P8gGRAM EFFECT.LVENESS C :
s North Atlantic Energy Service Corporation has been involved in ;
the systematic collection and analysis of objective FFD data since the inception of the current regulations. The information
. collected for this period is presented in the graphic analysis ,
beginning after the management summary in this report.
During the second half of 1993 the positive test rate was 0.44%.
The positive test rate for the year was 0.56%.
Three of the positive tests this period were for alcohol.
This number conforms to our 1990-1992 averages. Our increased level of alcohol failures (six) in the first half of this year appears so far to be an anomaly rather than a trend. We will !
continue to monitor this area. '! F The number.of non-outage tests' positive for drugs other than-alcohol has continued to drop each year since the program began. ~
There were eight-in.1990, five in 1991, two.in 1992, and one this year. This decrease has continued despite the fact that our marijuana cut off level changed from 100 ng/ml to 50 ng/ml in i late April.
After four years, statistical data analysis does not yet reflect
.any firm correlations between positive tests and testing days or ,
times.
There were no drug or alcohol related accidents or incidents during this period which had the possibility.of affecting public' health or safety.
All available evidence indicates that the continued support of management and employees has provided the basis for the FFD program's effectiveness in achieving a workplace. free from the effects of drugs and alcohol.

Atlantic Energy. Service _ Corporation based on program reviews.and identified weaknesses.

- 1. Designed plan to meet drug and alcohol screening' demands.of third plant outage, and ordered necessary materials. !

- 2. Made the following procedural changes during the last half of 1993: t

- a. Added a section to cover a new policy requiring contractors with a previous fitness-for-duty problem to establish their FFD status with our Employee Assistance ,
Program prior to their beginning the pre-access process,
- b. Added a section covering the possibility of a third positive alcohol offense by a licensee.

- c. Clarified sections on voluntary and call-in testing l including-changing a reference to the legal intoxication ;
level for the State of New Hampshire from .10 to .08 ;
reflecting the law that became ef fective January 1,1994. l l
- 3. Trained a new collection facility supervisor.
- 4. Recertified all collection personnel for proficiency in urine ]
specimen collection and breath alcohol measurement process. i
'. Certified three (and recortified one) collection facility _ !
personnel in the use of the Intoxilyzer 5000. j l
- 6. Developed. graphic analysis of trends in FFD data for the l I
period from 1990 through 1993. (See pages 11-18.).
- 7. After evaluation of an alternate method of measuring urine temperatures, we decided to maintain our current method as it is more precise.
- 8. After evaluation of an alternative evidential grade breath alcohol analysis devices, we determined it would be to'our benefit to use'our present devices and wait for'further ,
. technological advances before making any changes. y 1
- 9. After evaluation of costs and services provided by suppliers of blind samples, we decided to stay with our current supplier which offers us the broadest range of services at the best price now that they have found a more cost-efficient means of shipping their products.

'11. Completed annual inspection and' records audit of contracted ;
testing' laboratory. The laboratory was found to be'in com.pliance-with all NRC and North Atlantic 1.aquirements. No major discrepancies.were.noted.

I To ensure laboratory quality control, North Atlantic Energy Service Corporation contracted with. Duo Research I n c . ,1 Stevensville, MD, to provide blind performance test specimens that_ '
were submitted to the contracted HHS-certified laboratory, SmithKline Beecham Clinical Laboratories, Philadelphia, 'PA, in accordance with the NRC Guidelines (10 CFR 26, Appendix _ A)'. .
Approximately 80 percent of these blind performance test specimens were blank (i.e., certified to contain no drug) and the remaining samples were positive for one or more. drugs per sample in.a -
distribution such that all the drugs to be tested were included in ;
approximately equal frequencies of challenge.
During the last six months of 1993, North Atlantic Energy -
Service Corpcration submitted 99 blind performance test specimens to ScithKline Beecham Clinical Laboratories with the following -
results:
Negative: 21 (79%)
Positive: 21 (21%)
k All blind performance test specimens were correctly !
identified by the laboratory.
