1 PROGRAM EFFECTIVENESE North Atlantic Energy Service Corporacion has been involved in the systematic collection and analysis of objective FFD data since the inception of the current regulations.

The information collected for this period is presented in the graphic analysis beginning after the management summary in this report.

During the second half of 1994 the positive test rate was 0.40%.

The positive test rate for the year was 0.38%,

excluding the outage-related tests during the first half.

On April 26, 1993, North Atlantic reduced the company's initial test cutoff level for marijuana from 100 ng/ml to 50 ng/ml.

Since then there were eight tests positive for marijuana (six outage /two non-outage).

Of these eight, three were detected due to the more restrictive cutoff level.

There were no drug or alcohol related accidents or incidents during this period which had the possibility of affecting public health or safety.

All available evidence indicates that the continued support of l

management and employees has provided the basis for the FFD program's effectiveness in achieving a workplace free from the effects of drugs and alcohol.

NM Procedure 11403, Part 4.9, Retests, was clarified.

The f

roles of the Medical Review Officer and Security Manager were defined regarding the process for, specimen retesting' and coordination with the testing laboratory.

Met with Northeast Utilities personnel to review NRC (and DOT)

Fitness for Duty policies and protocols, in an attempt to become more programmatically aligned.

Continued to review and recommend changes for all FFD sections of the computer based training program.

Recertified all collection personnel for proficiency in urine specimen collection and breath alcohol measurement process.

July - December 1994 North Atlantic Energy Service Corporation Page 05 BLIND SPECIMENS To ensure laboratory quality control, North Atlantic Energy Service Corporation contracted with Duo Research Inc., Stevensville, MD, to provide blind performance test specimens that were submitted to the cc.itracted HHS-certified laboratory, SmithKline Beecham Clinical Laboratories, Norristown, PA, in accordance with the NRC Guidelines (10 CFR 26, Appendix A).

Approximately 80 percent of these blind performanco test specimens were blank (i.e., certified to contain no drug) and the remaining samples were positive for one or more drugs per sample in a distribution such that all the drugs to be tested were included in approximately equal frequencies of challenge.

During the second six months of 1994, 65 blind performance test specimens were submitted with the following results:

65 One of the samples containing morphine, was incorrectly reported as negative.

An unannounced inspection and records audit was conducted by Dr. Robert E.

Willette of Duo Research Inc.,

who stated that this test does not constitute unsatisfactory performance on the part of the testing laboratory under the HHS Guidelines.

All pertinent information regarding this false negative sample and related audit was forwarded to the NRC in a letter dated January 11, 1995.
