the management summary in this report.  !

l The positive percentage rate for all tests conducted during this period (36 of 1,327) is 1

! approximately 2.71%. During the first six months of 1997 NAESCO in-processed approximately i

1,463 short-term contractors to work a refueling outage. The failure percentage rate for outage related testing is approximately 3.54%. The failure percentage rate for non-outage related testing l is approximately 0.76%.

Of the 33 outage failures,27 were pre-badging and six were for cause. There were 24 failures for i marijuana, three for cocaine, three for alcohol, and three for administrative reasons (one for cause/no show; one pre-badging / adulteration; and one pre-badging /no show, which was later  ;

overturned). )

The adulterated specimen mentioned above is the first confirmed attempt by an applicant to adulterate a specimen at North Atlantic. The primary laboratory found the specimen unsuitable

- for assay and sent it to the secondary laboratory which found it positive for the presence of bleach (by Colorimetric test by Potassium-Iodide Starch test strip).

One third of the marijuana failures were detected by the lower (50ng) cutoff level, instituted in April of1993.

The three non-outage failures were for alcohol (two random and one for cause).

As a result of North Atlantic's new policy in regard to testing dilute specimens, three for cause tests resulted in failures (two marijuana, and one cocaine).

There were no drug or alcohol related accidents or incidents during this period.

All available evidence indicates that the continued support of NAESCO management and employees has provided the basis for the FFD program's effective implementation and continued l advancement toward the goal of achieving a workplace free of drugs and alcohol and the effects j of such substances.

1. Conducted a series of Fitness for Duty briefmgs to station personnel.
2. Fitness for Duty personnel attended a two-day training seminar conducted by Performance Improvement International.
3. Complet'ed Fitness for Duty training and certification of a new Security Shift Supervisor.
4. Updated six Office Instructions to increase clarity and/or give more detailed information.
5. Held FFD Committee meeting to discuss policies regarding:

4 - L,egalization ofmarijuana in Arizona and California

- Lunchtime drinking violation and consequences

- Voluntary breath alcohol testing

- Laboratory testing of dilute specimens

- Over-the-counter drugs containing alcohol

6. Began confirmation calls following FFD requests for lowering of access levels of individuals who are unavailable for random testing, to further ensure that they will test upon returning to duty.
7. Created a new format for signing off(at the Processing Center) those individuals who pass their pre-access drug and alcohol testing.
8. Enhanced our Repetitive Task to include the use of an additional list. This task verifies the integrity of the random pool, ensuring that all employees are eligible for selection.
9. Established with the testing laboratory, a more aggressive posture in dealing with dilute specimens. j
10. Formalized documentation of supervisory meetings held with individuals who have incurred a Fitness for Duty failure.
