1.0 INTRODUCTION

i By letter dated October 12,1998, the Southern Nuclear Operating Company, Inc. (SNC) et al.,

submitted a request for a change to the Joseph M. Farley Nuclear Plant, Units 1 and 2, Technical Specifications (TSs). The requested change consists of the recognition of additional management positions associated with the steam generator replacement project and providing them with the ability to approve procedures regarding this project, which may affect nuclear safety.

2.0 EVALUATION I

During 1997, SNC, as operator of the Joseph M. Farley Nuclear Plant (FNP), recommended to the owner of the facility, Alabama Power Company, that the steam generators be replaced.

Alabama Power Company approved this recommendation, and SNC put together a management team to ensure project completion. The steam generator replacement (SGR) project is presently composed of a project manager and other management and staff currently located at SNC's corporate headquarters in Birmingham, Alabama, as well as on site at FNP.

The SRG project organization has multiple reporting relationships, but reports to the general manager, as members of the plant staff, pursuant to that position's responsibilities for the overall units' operation (TS 6.1.1). To facilitate an appropriate level of review and approval of the procedures necessa. f v csaduct this activity without impacting the current operational i

attention of the onsite plant management, SNC is seeking to revise the list of managers that may approve procedures, which may affect plant nuclear safety, to include the SRG project managers. The specific positions being added to the TSs list are the SGR Project Manager, SGR Enginee ing Manager, SGR Installation Manager, SGR Ouality Manager, and SGR Project Contrc:s Manager.

This change is administrative in nature, is consistent with SNC's management structure, and will provide an appropriate level of review for plant decisions. The NRC staff has concluded that the proposed change to TS 6.1.1 will have no impact on the current operation of the FNP nor the health and safety of the public.

3.0 STATE CONSULTATION

In accordance with the Commission's regulations, the State of Alabama official was notified of the proposed issuance of the amendments. The State official had no comments.

4.0 ENVIRONMENTAL CONSIDERATION

The amendments change recordkeeping, reporting, or administrative procedures or i

requirements. Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10). Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of l~

the amendments.

5.0 CONCLUSION

The Commission has concluded, based on the considerations discussed above, that (1) there is i

reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the l

Commission's regulations, and (3) the issuance of the amendments will not be inimical to the common defense and security or to the health and safety of the public.
